tions will be taken by such authorities for the particular purposes

only in cases where, .owing to 10cal conditions or exceptional circumstances, they cannot reasonably

Such departures from the Regulations should, moreover, be as limited as the exigencies of the situation allow. Proper nptice of them

should be given to mariners. All

possible steps should be taken in

such cases to avoid confusion with

the other signals provided for in

the Regulations.
