The Registration of Subscriber Identity Modules (SIMs)

used for Publicly Available Electronic Communications Services

Regulations, hereinafter "the regulations", are hereby being exempted

from the application of the proviso to article 3(2)(b) of the Small

Business Act, for the following reasons

(i)

the regulations provide for a minimum transitory

period of six (6) months during which voluntary registration

may take place before the registration of SIMs becomes

mandatory and enforceable, providing therefore enough time

for affected businesses to adapt to the requirements established

in the regulations;

the measures established in the regulations are

urgently required to assist legal enforcing authorities in their

duties.
