COMMITTEE OF MANAGEMENT OF THE

NATIONAL MALTA LIBRARY RULES

GOVERNMENT NOTICE 82 of 1938, as amended by Government Notice

11 of 1948.

The title of these Rules is Committee of Management of

the National Malta Library Rules.

The National Malta Library shall be under the direction of

a Committee and a Librarian who shall also be the keeper of

manuscripts and Director of the Circulating Libraries.

The Committee shall consist of a Chairman and of not less

than twelve members. The Librarian shall be ex officio a member of

the Committee, and all the other members shall be nominated

yearly by the Minister of Education, in the month of December.

The Minister of Education shall be the Chairman of the

Committee and in his absence the senior member of the committee,

in order of seniority of service on the Committee, shall act as

Chairman. The Librarian shall act as secretary of the Committee.

The members of the Committee shall meet at least once a

month, with the exception of the months of July, August and

September, and at such other times as may be deemed necessary.

The Chairman may summon a special meeting, and any

three members may ask for a meeting, specifying the purpose for

which the meeting is to be called.

Business shall not be transacted unless at least four

members of the Committee are present, not including the

Chairman.

Every question shall be decided by a majority of votes, and

the Chairman shall have a casting vote in case of an equality of

votes.

The Committee may draw up regulations, as occasions

arise, for the maintenance of order in the library, for the circulation

of books and for other purposes connected with the management of

established in Malta.

The Librarian shall draw up an annual report, giving

particulars respecting the number and nature of -

(a) the works purchased;

(b) the works presented;

(c) the works supplied by law;

(d) the works missing or damaged beyond repair;

(e) the working of the manuscript department;

(f)

the working of the circulating libraries; and

(g) other matters of interest relating to the library.

A list of works added to the library shall be published

quarterly by the Librarian in the Government Gazette.

The Librarian shall keep -

(a) a general inventory;

(b) a catalogue of all books arranged according to the

name of authors;

(c) a catalogue arranged by subject; and

(d) a register of the books lent and returned.

He shall also keep a catalogue of incomplete, defective or

imperfect works, and an index of the works in course of

publication.
