The title of this Order is the Housing Authority (Transfer

of Assets (2016) Order.

Description of the property referred to in article 2

and appointed day

1. With effect from the 30th November, 2015

(1) Two plots of land consisting of Plots 4 to 17 and Plots

26 and 27 in Tal-Qattus Housing Estate, Birkirkara and

these plots fall on Government property acquired by

President’s Declaration No. 800 dated 19th September

2015, President’s Declaration No. 534 dated 11th June

2015, by Deed No. 228/2000 dated 7th December 2000

and by Cedola No. 245 dated 26th February 2002, as

follows

(a) Plots 4 to 17 are registered with the Government

as Tenements bearing numbers X06495 to

X06508 and are bounded on the North-East by

Triq Anthony Sammut, on the South-East by

Triq Manoel de Vilhena and on the South-West

by Triq il-Kan. Dun Vincenz Saliba. These plots

fall on a plot of land shown in red and marked

“A” on plan P.D. 31_92_1; and

(b) Plots 26 and 27 are registered with the

Government as Tenements bearing numbers

X06517 and X06518 respectively and are

bounded on the North-East by property of the

Housing Authority or its successors in title, on

the South-East by Triq Joseph A Deacon and on

the South-West by Government property. These

plots fall on a plot of land shown in red and

marked “B” on plan P.D. 31_92_1. (HAM 18/

89).

(2) A site in Triq Santa Liena, Triq Rikardu Taylor, Triq l-

Irlandiżi and Triq San Mark, Bormla and is bounded

on the South by Triq Santa Liena, on the North by Triq

San Mark and on the East by Triq l-Irlandiżi. This site

falls on Government property acquired through Act IV

of 1992, by President’s Declaration No. 1075 dated

20th December 2006, by President’s Declarations 254

and 255 dated 10th March 2005 and by President’s

Declarations 1134 and 1135 dated 1st December 2003

and is shown edged in red on plan P.D. 2015_0970.

(3) Two plots of land consisting of Plots 1 to 11 and Plots

12 to 23 in tat-Torri Housing Estate, Rabat and these

plots fall on Government property acquired by

President’s Declarations 923 and 924 dated 24th

September 2015, as follows

(a) Plots 1 to 11 are bounded on the North by Triq

tat-Torri, on the East by Triq Pawlu Xuereb and

on the South by Triq V.M. Pellegrini and are

shown edged in red and marked “A” on plan P.D.

(b) Plots 12 to 23 are bounded on the North by Triq

tat-Torri on the West by Triq Pawlu Xuereb and

on the South by Triq V.M. Pellegrini and are

shown edged in red and marked “B” on plan P.D.

(4) A block, known as Block A, consisting of five flats of

which two are being excluded from the transfer as they

were already transferred by a previous legal notice, in

ex-Flores College, Triq l-Arċisqof, Valletta. This block

is bounded on the South-East by Government property,

on the North-East by Triq l-Arċisqof and on the North-

West by property of the Housing Authority or its

successors in title. Flats numbered 2 to 4 are registered

with the Government as Tenements bearing numbers

68793 to 68795. This block falls on Government

property formerly part of Tenement No. 83215 and is

shown edged in red on plan P.D. 2015_0938. (HAA 24/

2015).

(5) A block, known as Block 3, consisting of sixteen flats

in Old Prison Block, Triq il-Mediterran, Valletta. This

block is bounded on the South-East by Triq il-

Mediterran, on the North-East by Triq San Duminku

and on the South-West by property of the Housing

Authority or its successors in title. Flats numbered 1 to

8 are registered with the Government as Tenements

bearing numbers 63026 to 63033, flat numbered 9 is

registered with the Government as Tenement No.

X52177, flats numbered 10 to 14 are registered with

the Government as Tenements bearing numbers 63035

to 63039 and flats numbered 15 and 16 are registered

with the Government as Tenements bearing numbers

X51797 and X51798 respectively. This block falls on

Government property which has been leased for over

30 years and the whole block is shown edged in red on

plan P.D. 2015_0974. (HAA 113/2012).

(6) A plot of land, consisting of Plots 81 to 83 registered

with the Government as Tenements bearing numbers

X07206 to X07208 in tal-Bebbux II Estate, Żurrieq.

These plots are bounded on the North-West by Triq

Napuljun, on the North-East by Triq l-Għadir and on

the South-East by Triq Mons P. P. Pullicino. These

plots fall on Government property formerly part of

Tenement No. 50821E and on land acquired by

President’s Declaration No. 308 dated 7th March 2012

and is shown edged in red on plan P.D. 11_88_8.

2. With effect from the 13th June, 2016

(1) Two blocks, known as Block H and Block I in Ħal

Farruġ Housing Estate, Luqa and are bounded on the

North-East and on the South-West by public passages

and on the North-West by Triq in-Noqor. These blocks

fall on Government property formerly part of ex-

Services Tenement No. 16561 and are shown edged in

red on plan P.D. 2016_0038, as follows

(a) Block H consists of sixteen flats of which two

are being excluded from the transfer as they

were already transferred by a previous legal

notice. Flats numbered 2 to 8 Entrance A are

registered with the Government as Tenements

bearing numbers 78292 to 78298, flats

numbered 1 to 4 Entrance B are registered with

the Government as Tenements numbered 78299

to 78302 and flats numbered 6 to 8 Entrance B

are registered with the Government as

Tenements bearing numbers 78304 to 78306;

and

(b) Block I consists of sixteen flats of which two are

being excluded from the transfer as they were

already transferred by a previous legal notice.

Flats numbered 1 to 4 Entrance A are registered

with the Government as Tenements bearing

numbers 78307 to 78310, flats numbered 6 to 8

Entrance A are registered with the Government

as Tenements bearing numbers 78312 to 78314,

flats numbered 1 to 4 Entrance B are registered

with the Government as Tenements bearing

numbers 78315 to 78318 and flats numbered 6 to

8 Entrance B are registered with the Government

as Tenements bearing numbers 78320 to 78322.

(2) A block, known as Block L, consisting of six flats of

which one is being excluded from the transfer as it was

already transferred by a previous legal notice, in Triq

ix-Xemxija, Marsa. This block is bounded on the

North-West and on the South-West by Government

property and on the South-East by Triq ix-Xemxija.

Flats numbered 2 to 6 are registered with the

Government as Tenements bearing numbers 71517 to

71521. This block falls on Government property

acquired by Deed No. 41/80 dated 19th March 1980 in

the acts of Notary A. Grech and the whole block is

edged in red and marked “Block L” on plan P.D.

(3) Two blocks, known as Block A and Block B, Civic

Centre, consisting of twelve flats of which one is being

excluded from the transfer as it was already transferred

by a previous legal notice, in Triq l-Arkata, Raħal

Ġdid. These blocks are bounded on the South-East by

a public open space, on the South-West by Triq il-Foss

and on the North-East by Triq l-Arkata. Flats

numbered 1 to 6 Entrance A are registered with the

Government as Tenements bearing numbers 72116 to

72121, flats numbered 7 and 8 Entrance B are

registered with the Government as Tenements bearing

numbers 72122 and 72123 respectively and flats

numbered 10 to 12 Entrance B are registered with the

Government as Tenements 72125 to 72127. These

blocks fall on Government property formerly part of

Tenements bearing numbers 50702 and 50707 and are

shown edged in red on plan P.D. 2016_0024. (HAA

(4) A block, known as Block 13, consisting of sixteen flats

of which three are being excluded from the transfer as

they were already transferred by a previous legal

notice, in Misraħ Ċentawrja and Triq il-Kampanella,

San Ġwann. This block is bounded on the North-West

by Triq il-Kampanella, on the North-East by Triq l-

Istefanotis and on the South-East by Misraħ

Ċentawrja. Flats numbered 1 to 3 Entrance A are

registered with the Government as Tenements bearing

numbers 71392 to 71394, flat numbered 5 Entrance A

is registered with the Government as Tenement

numbered 71396, flats numbered 7 and 8 Entrance A

are registered with the Government as Tenements

bearing numbers 71398 and 71399 respectively, flats

numbered 9 and 10 Entrance B are registered with the

Government as Tenements bearing numbers 71400 and

71401 respectively and flats numbered 12 to 16 are

(5) A block, known as Block 6, Entrances A-C, consisting

of twenty-four flats of which five are being excluded

from the transfer as they were already transferred by a

previous legal notice, in Vjal in-Naspli, San Ġwann.

This block is bounded on the West by Vjal in-Naspli,

on the East by Triq il-Buganvilla and on the North by

Vjal ir-Rihan. Flats numbered 1 to 8 Entrance A are

registered with the Government as Tenements bearing

numbers 68669 to 68676, flats numbered 9, 11 and 13

Entrance B are registered with the Government as

Tenements bearing numbers 68677, 68679 and 68681

respectively and flats numbered 18 to 24 Entrance C

are registered with the Government as Tenements

bearing numbers 68686 to 68692. This block falls on

Government property acquired by Deed No. 422 dated

11th December 1974 in the acts of Notary A. Grech

and the whole block is shown edged in red and marked

(6) A block, known as Block III, consisting of sixteen flats

of which five are being excluded from the transfer as

they were already transferred by a previous legal

notice, in Triq il-Mimosa, San Ġwann. This block is

bounded on the North by Triq il-Mimosa, on the West

by a public passage and on the South by Triq il-Bruka.

Flats numbered 3 to 7 Entrance A are registered with

the Government as Tenements numbered 68946 to

68950, flats numbered 9 to 12 Entrance B are

registered with the Government as Tenements bearing

numbers 68952 to 68955 and flats numbered 14 and 16

Entrance B are registered with the Government as

Tenements bearing numbers 68957 and 68959

respectively. This block falls on Government property

acquired by Deeds numbered 181/70 dated 27th June

1970, 21/81 dated 18th February 1981 and 23/81 dated

(7) A block, known as Block 18, consisting of twelve flats

of which four are being excluded from the transfer as

they were already transferred by a previous legal

notice, in Triq il-Fresja and Triq il-Ġilju, San Ġwann.

This block is bounded on the North-West by Triq il-

Fresja, on the South-West by a public passage and on

the South-East by Triq il-Ġilju. Flats numbered 1 to 3

Entrance A are registered with the Government as

Tenements bearing numbers 73411 to 73413, flat

numbered 5 Entrance A is registered with the

Government as Tenement numbered 73415, flat

numbered 8 Entrance B is registered with the

(8) A block, known as Binja Indipendenza, consisting of

twenty-five flats of which four are being excluded

from the transfer as they were already transferred by a

previous legal notice, in Triq Maria de Domenicis,

Santa Luċija. This block is bounded on the North-West

by Triq Maria de Domenicis, on the South-West by

Triq M Strickland and on the South-East by Triq id-

Dawl. Flats numbered 1 and 3 are registered with the

Government as Tenements bearing numbers 76311 and

76313 respectively, flats numbered 5 to 9 are

registered with the Government as Tenements bearing

numbers 76316 to 76319, flats numbered 11 and 12 are

registered with the Government as Tenements bearing

numbers 76321 and 76322 respectively and flats

(9) A block, known as Block R, consisting of sixteen flats

of which seven are being excluded from the transfer as

they were already transferred by a previous legal

notice, in Triq ic-Ċinerarja, Santa Luċija. This block is

bounded on the North-East by Triq l-Anzalor, on the

North-West by Triq Guljetta Lopez and on the South-

West by Triq iċ-Ċinerarja. Flats numbered 2 and 5

(11) A block, known as Block V, consisting of six flats of

which four are being excluded from the transfer as

South-West by Triq iċ-Ċinerarja and on the North-East

by Triq l-Anzalor. Flats numbered 4 and 5 are

on the North by a public passage, on the West by Triq

il-Ġilju and on the South by Triq il-Ġiżimina. Flats

numbered 1 and 2 are registered with the Government

(4) A block, known as Block 5, consisting of nine flats of

which seven are being excluded from the transfer as

they were already transferred by a previous legal

notice, in Triq il-Fosos, Furjana. This block is bounded

on the North-East by a public passage off Triq il-

Fosos, on the North-West by a public passage and on

the South-West by a public open space. Flats

numbered 6 and 8 are registered with the Government

as Tenements bearing numbers 67981 and 67983

respectively. This block falls on Government property

formerly part of ex-Services Tenements bearing

numbers 16332 and 16526 and the whole block is

(7) A block, known as Block J, consisting of three flats of

which one is being excluded from the transfer as it was

already transferred by a previous legal notice, in Triq

ix-Xemxija, Marsa. This block is bounded on the

South-East by Triq ix-Xemxija, on the South-West by

Triq Nerik Sacco and on the North-West by a public

open space. Flats numbered 1 and 2 are registered with

the Government as Tenements bearing numbers 71310

and 71311 respectively. This block falls on

Government property acquired by Deed No. 192/84

dated 7th March 1984 in the acts of Notary F. Portelli

(8) A block, known as Block K, consisting of six flats of

which two are being excluded from the transfer as they

were already transferred by a previous legal notice, in

Triq ix-Xemxija, Marsa. This block is bounded on the

North-East and on the South-West by property of the

Housing Authority or its successors in title and on the

South-East by Triq ix-Xemxija. Flats numbered 1 and

2 are registered with the Government as Tenements

bearing numbers 71313 and 71314 respectively and

flats numbered 5 and 6 are registered with the

Government as Tenements bearing numbers 71317 and

71318 respectively. This block falls on Government

property acquired by Deed No. 192/84 dated 7th

Marsa. This block is bounded on the South-West by

Triq San Franġisk, on the North-West by Triq

Azzopardi and on the South-East by property of the

Housing Authority or its successors in title. This block

falls on Government property acquired by Deed No.

119/79 dated 6th June 1979 in the acts of Notary A.

Grech and the whole block is shown edged in red and

marked “Block M” on plan P.D. No. 231_81_22. (HAA

(10) A backyard in Block N, Triq ix-Xemxija, Marsa and

this block is bounded on the South-East and on the

North-West by property of the Housing Authority or

its successors in title and on the South-West in part by

property of the Housing Authority or its successors in

title and in part by Government property. This block

falls on Government property acquired by Deed No.

119/79 dated 6th June 1979 in the acts of Notary A.

Grech and by Deed No. 192/84 dated 7th March 1984

in the acts of Notary F. Portelli and the whole block is

shown edged in red on plan P.D. No. 231_81_20_1.

(11) A block, known as Block Q, consisting of consisting of

six flats of which one is being excluded from the

transfer as it was already transferred by a previous

legal notice, in Triq ix-Xemxija, Marsa. This block is

bounded on the North-West and on the North-East by

property of the Housing Authority or its successors in

title and on the South-East by Triq ix-Xemxija. Flat

numbered 1 is registered with the Government as

Tenement No. 71320 and flats numbered 3 to 6 are

registered with the Government as Tenements bearing

numbers 71322 to 71325. This block falls on

Government property acquired by Deed No. 192/84

dated 7th March 1984 in the acts of Notary F. Portelli

and by Deed No. 119/79 dated 6th June 1979 in the

acts of Notary A. Grech and the whole block is shown

edged in red and marked “Block Q” on plan P.D. No.

(12) A block, known as Block S, consisting of six flats

registered with the Government as Tenements bearing

numbers 71534 to 71539, in Triq Azzopardi, Marsa.

This block is bounded on the South-West by a public

open space, on the North-West by Triq Azzopardi and

on the North-East by Government property and falls

on Government property acquired by Deed No. 192/84

dated 7th March, 1984 in the acts of Notary F. Portelli.

The whole block is shown edged in red and marked

“Block S” on plan P.D. No. 231_81_21. (HAA 74/

2013).

(13) A block, known as Block T, consisting of six flats of

which one is being excluded from the transfer as it was

already transferred by a previous legal notice, in Triq

ix-Xemxija, Marsa. This block is bounded on the

North-West by Triq Azzopardi, on the South-West by

Government property and on the North-East by

property of the Housing Authority or its successors in

title. Flats numbered 2 to 6 are registered with the

Government as Tenements bearing numbers 72229 to

72233. This block falls on Government property

acquired by Deed No. 192/84 dated 7th March 1984 in

the acts of Notary F. Portelli and the whole block is

shown edged in red and marked “Block T” on plan

P.D. No. 231_81_23. (HAA 42/2016).

(14) A plot of land, known as Plot 32 in Triq il-Mitħna il-

Ġdida, Ta’ Pennellu, Mellieħa, having an area of

approximately 199.75 square metres, and is bounded

on the North-East by Triq il-Mitħna l-Ġdida, on the

South-West by Government property and on the South-

East by property transferred to the Housing Authority.

The plot is subject to a temporary emphyteusis as per

Deed No. 198/69 dated 3rd July 1969 in the acts of

Notary A. Grech. This plot falls on part of Government

property formerly registered as Tenement No. 50222

portion 6 and is registered in the Estate Management

Department records as Tenement No. 65351 and is

shown edged in red and marked “P. 32” on plan L.D.

383/91/6. (HAP 1/2016).

(15) A plot of land, known as Plot 94 in Triq il-Mitħna il-

Ġdida, Ta’ Pennellu, Mellieħa, having an area of

approximately 228 square metres, and is bounded on

the North-West by property transferred to the Housing

Authority, on the South-West by Triq Vincenzo

Ciappara and on the South-East by Triq Napuljun

Caruana Dingli. The plot is subject to a temporary

emphyteusis as per Deed No. 188 dated 14th May 1971

in the acts of Notary A.Grech. This plot falls on part of

Government property formerly registered as Tenement

No. 50222 portion 5 and is registered in the Estate

Management Department records as Tenement No.

65842 and is shown edged in red and marked “P. 94”

on plan L.D. 383/91/9. (HAP 4/2015).

(16) House numbered 26 (Now 31) and House numbered 36

(Now 19), Triq Antonio Chircop, Qrendi (Tenement

No. 69533 and Tenement No. 71294 - HAA 2/2016).

(17) A block, known as Block A, consisting of twenty flats

of which one is being excluded from the transfer as it

was already transferred by a previous legal notice, in
