For the purposes of the proviso to regulation 3(1) of the

Identity Cards (Issue and Validity) Regulations, the 1st April, 2004

has been established as the date on which all paper based plastic

encapsulated identity cards issued in terms of the Identity Card Act

before the 1st April, 2002 shall cease to be valid.
