Health and Safety at Work (Minimum Health and Safety
Requirements for Work at Construction Sites) (Amendment)
Regulations, 2026
IN EXERCISE of the powers conferred by article 45 of the
Health and Safety at Work Act, the Minister responsible for health and
safety at work has made the following regulations:-
The title of these regulations is the Health and Safety at Citation.
Work (Minimum Health and Safety Requirements for Work at
Construction Sites) (Amendment) Regulations, 2026 and these
regulations shall be read and construed as one with the Health and S.L. 646.27.
Safety at Work (Minimum Health and Safety Requirements for Work
at Construction Sites) Regulations, hereinafter referred to as the
"principal regulations".
Regulation 2 of the principal regulations shall be amended Amends
regulation 2 of

regulations.
(a) the definition "domestic client" shall be substituted
by the following new definition
" "domestic client" means a client for whom a project
is being carried out which is not in the course or in
furtherance of the business of such client and is a person
carrying out minor works in a premises belonging to him or
in premises lawfully occupied by him;";
(b) immediately after the definition "duty holder" there
shall be added the following new definition
" "EEA" means the members of the European Union,
Iceland, Norway and Liechtenstein;".
In sub-regulation (1) of regulation 9 of the principal Amends
regulations the words: "renewed as necessary." shall be substituted by regulation

"Provided that only persons resident in the European
Union or the EEA, legal persons incorporated in the European
Union or the EEA or entities which are branches recognised in
the European Union or the EEA may be appointed as client
representative.".
