Local Government (Human Resources) (Amendment)

Regulations, 2023

IN EXERCISE of the powers conferred by article 72 of the Local

Government Act, the Minister responsible for local government has

made the following regulations:-

The title of these regulations is the Local Government

(Human Resources) (Amendment) Regulations, 2023 and these

regulations shall be read and construed as one with the Local

Government (Human Resources) Regulations, hereinafter referred to

as "the principal regulations".

In regulation 2 of the principal regulations, the definition

"collective agreement" shall be substituted by the following new

definition

" "collective agreement" means the signed collective

agreement for clerical employees employed at the Local

Councils and Regional Councils, and as may be in force, from

time to time, between the Local Councils Association and the

trade union representing the majority of clerical employees

employed by Local Councils and Regional Councils, and it also

includes the signed collective agreement for Executive

Secretaries of Local Councils and Regional Councils, and as may

be in force, from time to time, between the Government, the

Local Councils Association and the trade union representing the

majority of Executive Secretaries employed with Local Councils

and Regional Councils

Provided that in the event that any of these

regulations conflict with the provisions of any collective

agreement in force, the provisions of the latter shall prevail;"."
