Local Councils (Procedures) (Amendment) Regulations, 2019

IN EXERCISE of the powers conferred by article 72 of the Local

Councils Act, the Minister responsible for Justice, Culture and Local

Government has made the following regulations:-

The title of these regulations is the Local Councils

(Procedures) (Amendment) Regulations, 2019, and these regulations

shall be read and construed as one with the Local Councils

(Procedures) Regulations, hereinafter referred to as "the principal

regulations".

The Second Schedule to the principal regulations shall be

amended as follows

(a) in procedure P2.02 entitled "The Role of the Auditor

General", in point b.02 thereof, for the words "Furthermore, a

mid-term audit is to be carried out whenever there is a change in

the Executive Secretary.", there shall be substituted the words "A

mid-term audit shall only be carried out if requested by the

Executive Secretary.";

(b) in procedure P2.04, entitled "Types of Audit and

Reporting Requirements", in point d thereof

(i) for the words "an independent hand-over

exercise whenever", there shall be substituted the words

"an independent exercise when";

(ii) immediately after the words "and another is

appointed.", there shall be added the new words "This type

of audit shall only be carried out if requested by the

Executive Secretary."; and

(iii) for the words "covering the period April 1",

there shall be substituted the words "covering the period

from the beginning of the year".
