Housing Authority (Transfer of Assets) Order, 2017

IN exercise of the powers conferred by article 12 of the Housing

Authority Act, the President of Malta has made the following order:-

The title of this order is the Housing Authority (Transfer of Citation.

Assets) Order, 2017.

The property described in article 4 of this Order is hereby Specified

specified for the purpose of article 12 of the Housing Authority Act. property.

The property specified in article 2 of this Order shall be Appointed day.

transferred and vest in the Housing Authority as provided in the

aforesaid article with effect from the 12th of January, 2017.

The property referred to in article 2 of this Order is the Description of

Two blocks, known as Blocks 1 and 2 in Triq San

Ġwann, Bormla and Triq il-Madonna tal-Grazzja. These blocks

are bounded on the North-East by Triq San Ġwann, on the

South-East by a public passage and on the North-West by Triq

il-Madonna tal-Grazzja. These blocks fall on Government

property acquired by Schedule of Deposit 1162 dated 7th

November 2002, by President’s Declarations 473 and 482 both

dated 10th May 2004, by President’s Declaration 644 dated 23rd

June 2005, by President’s Declaration 801 dated 28th July 2005,

by President’s Declaration 981 dated 26th September 2005, by

Deed 191 dated 25th November 1998 in the acts of Notary V.

Ġwann. Triq Mariano Gerada, Triq San Mikiel and Triq

Sant’Elena, Bormla and is bounded on the North-East by Triq

San Mikiel, on the South-West in part by Housing Authority

in part by Housing Authority property and in part by Triq

Mariano Gerada. This block falls on Government property

Plots 26 to 30 in Triq ix-Xefaq, Dingli and these plots are

bounded on the South-West by property of the Housing

Authority or its successors in title, on the North-East in part by

Government property and in part by Triq Dun Xand Cortis and

on the South-East in part by Government property and in part by

Triq ix-Xefaq. These plots fall on Government property

acquired by President’s Declaration 532 dated 11th June 2015

and by Deed 176/83 dated 11th May 1983 in the acts of Notary

G. Grima and is shown edged in red on plan P.D. 2006_995_1.

The administration of part of a block, known as

Block A1 in Triq Mater Boni Consiglii, Fgura, consisting of

flats numbered 1, 3 and 5 which are registered with the

Government as Tenements bearing numbers 72797, 72799 and

72801 respectively. This part of the block is bounded on the

South-East by Government property, on the North-East by a

public open space and on the South-West by Triq Mater Boni

Consiglii. This block falls on land which is in the course of

acquisition by the Government and is shown edged in red on

The administration of a block, known as 12

(formerly 59) in Triq il-Konservatorju, Furjana, consisting of

seven flats registered with the Government as Tenements

bearing numbers 77105 to 77111. This block is bounded on the

North-East by Triq il-Konservatorju and on the North-West and

on the South-East by private property. This block falls on land

which is in the course of acquisition by the Government and is

shown edged in red on plan P.D. 2014_75_A. (HAA 161/2012).

The administration of a block, known as 41, Block

2 in Triq il-Miratur, Furjana, consisting of six flats and

excluding the underlying properties. This block is bounded on

the North-West by Triq Sant’Anna, on the South-West by

property in the course of acquisition by the Government and on

the North-East by Triq il-Miratur. Flats numbered 1, 2, 3, 4, 5

and 6 are registered with the Government as Tenements bearing

numbers 62737, 62736, 62741, 62740, 62745 and 62744

respectively. The whole block is shown edged in red on plan

The administration of a block, known as 73, Block

4 in Triq il-Miratur, Furjana, consisting of three flats registered

with the Government as Tenements bearing numbers 62706,

62709 and 62712 respectively and excluding the underlying

properties. This block is bounded on the North-West by Triq

Sant’Anna, on the South-West in part by property in the course

of acquisition by the Government and in part by Triq il-Miratur

and on the North-East by property in course of acquisition by

properties. This block is bounded on the North-West by Triq

Sant’Anna, on the South-West by Triq is-Suq and on the North-

East by property in the course of acquisition by the

Government. This block falls on land which is in the course of

acquisition by the Government and is shown edged in red on

(formerly 39), Block 1 in Triq Sant’Anna, Furjana, consisting of

three flats registered with the Government as Tenements bearing

numbers 63204 to 63206 and excluding the underlying

properties. This block is bounded on the South-East by Triq

Sant’Anna and on the South-West and on the North-East by

property in the course of acquisition by the Government. This

block falls on land which is in the course of acquisition by the

Government and is shown edged in red on plan P.D. 2014_58.

(formerly 42), Block 1 in Triq Sant’Anna, Furjana, consisting of

three flats registered with the Government as Tenements bearing

numbers 63201 to 63203 and excluding the underlying

properties. This block is bounded on the North-East by Triq il-

Miratur and on the South-West by property in course of

acquisition by the Government and on the South-East by Triq

Sant’Anna. This block falls on land which is in the course of

acquisition by the Government and is shown edged in red and

marked “BLOCK 1” on plan P.D. 2016_1188. (HAA 160/2012).

(11) The administration of a block, known as 22, Block

4 in Triq Sant’Anna, Furjana, consisting of six flats numbered 2

to 7 which are registered with the Government as Tenements

bearing numbers 62704, 62705, 62707, 62708, 62710 and 62711

respectively and excluding the underlying properties. This block

is bounded on the North-West by Triq Sant’Anna, on the South-

East by Triq is-Suq and on the South-West by property in course

of acquisition by the Government. The whole block falls on land

which is in the course of acquisition by the Government and is

shown edged in red on plan P.D. 2013_414. (HAA 149/2012).

(12) The administration of a house, known as ‘No. 60’

in Triq Ħal Qormi, Ħamrun which is registered with the

Government as Tenement bearing number J57556 and is

bounded on the South-East by Triq Ħal Qormi and on the North-

East and on the North-West by private property. This house falls

on Government property acquired by the Church by State

Agreement of 1991 and is shown edged in red on plan HA

364_2015. (HAK 48/2011).

(13) A block consisting of four maisonettes and four

garages in Triq Nardu Ellul, Kirkop and is bounded on the

North-West by Triq Danny Cremona, on the South by a public

passage and on the North-East by Triq Nardu Ellul. This block

falls on Government property acquired by Deed 94/75 dated

26th March 1975 in the acts of Notary A. Grech and is shown

edged in red on plan P.D. 2016_1339_A. (HAM 14/95).

(14) The administration of three blocks, known as

Blocks A, B and C in Triq il-Marsa and Triq is-Sebħ, Marsa.

These blocks are bounded on the West by Triq il-Marsa, on the

South by Triq it-Tiġrija and on the North by Triq is-Sebħ. Block

A consists of two flats registered with the Government as

Tenements bearing numbers 74122 and 74123, Block B consists

of four flats registered with the Government as Tenements

bearing numbers 74124 to 74127 and Block C consists of two

flats registered with the Government as Tenements bearing

numbers 73955 and 73956. The whole block falls on land which

is in the course of acquisition by the Government and is shown

edged in red on plan P.D. 2013_622_A. (HAA 34/2013).

(15) A plot of land, known as Plot 32, formerly Plot 46,

in Triq Napuljun Caruana Dingli, forming part of the Ta’

Pennellu Housing Estate, Mellieħa. This plot has an area of

approximately 164 square metres and is bounded on the South-

East by property granted on perpetual emphyteusis, on the

South-West by Triq Napuljun Caruana Dingli and on the North-

West by property transferred to the Housing Authority. The plot

is subject to a temporary emphyteusis as per Deed 60/70 dated

20th February 1970 in the acts of Notary A. Grech. The plot

falls on part of Government property formerly registered as

Tenement bearing number 50222 portion 5 and is registered in

the Estate Management Department records as Tenement

bearing number 65689 and is shown edged in red on plan L.D.

383/91/6. (HAP 3/2016).

(16) A block, known as Block C1 Entrance A,

consisting of six flats, of which three are being excluded from

the transfer as they were already transferred by a previous legal

notice, in Triq il-Planeċ, Mosta. This block is bounded on the

North by a public open space, on the East by Triq il-Planeċ and

on the South by Government property. Flats numbered 2 to 4 are

registered with the Government as Tenements bearing numbers

72374 to 72376. This block falls on Government property

acquired by Deed 7/75 dated 15th January 1975 in the acts of

Notary A. Grech and the whole block is shown edged in red and

marked “BLOCK C1” on plan P.D. 2016_1167. (HAA 154/

2014).

(17) A block, known as Block C1 Entrance B,

consisting of six flats, of which four are being excluded from

the transfer as they were already transferred by a previous legal

notice, in Triq il-Planeċ, Mosta. This block is bounded on the

South by a public open space, on the East by Triq il-Planeċ and

on the North by Government property. Flats numbered 2 and 6

are registered with the Government as Tenements bearing

numbers 72380 and 72384 respectively. This block falls on

Government property acquired by Deed 7/75 dated 15th January

1975 in the acts of Notary A. Grech and the whole block is

shown edged in red on plan P.D. 2016_1205. (HAA 13/2016).

(18) A block, known as Block A1 Entrance A,

consisting of six flats, of which five are being excluded from the

transfer as they were already transferred by a previous legal

notice, in Triq id-Dawr, Mosta. This block is bounded on the

West by Triq id-Dawr, on the North by Triq it-Trinċetta and on

the South by Government property. Flat numbered 5 is

registered with the Government as Tenement bearing number

70762. This block falls on Government property formerly part

of Tenement bearing number 84038 and on land acquired by

Deed 6/75 dated 15th January 1975 and by Deed 91/75 dated

26th March 1975 both in the acts of Notary A. Grech and the

whole block is shown edged in red and marked “BLOCK A1”

on plan P.D. 2016_0949. (HAA 240/2011).

(19) A block, known as Block G3, consisting of nine

flats, of which two are being excluded from the transfer as they

were already transferred by a previous legal notice, in Triq l-

Istiratur, Mosta. This block is bounded on the South by Triq l-

Istiratur and on the West and on the East by a public open space.

Flats numbered 1 to 5 are registered with the Government as

Tenements bearing numbers 72358 to 72362 and flats numbered

7 and 9 are registered with the Government as Tenements

bearing numbers 72364 and 72366 respectively. This block falls

on Government property acquired by Deed 7/75 dated 15th

January 1975 in the acts of Notary A. Grech and the whole

block is shown edged in red and marked “BLOCK G3”on plan

P.D. 2016_1091. (HAA 91/2016).

(20) A block, known as Block A1, consisting of twelve

flats, of which six are being excluded from the transfer as they

were already transferred by a previous legal notice, in Triq Joe

Gasan, Pietà. This block is bounded on the South-West by Triq

Ġdida fi Triq Joe Gasan, on the South-East by Triq Joe Gasan

and on the North-East by Government property. Flat numbered

1 is registered with the Government as Tenement bearing

number 69714, flats numbered 5 and 6 are registered with the

Government as Tenements bearing numbers 69718 and 69719

respectively and flats numbered 10 to 12 are registered with the

Government as Tenements bearing numbers 69723 to 69725.

This block falls on Government property formerly part of

(21) A block, known as Block B1, consisting of twelve

flats, of which three are being excluded from the transfer as they

were already transferred by a previous legal notice, in Pjazza

Madonna ta’ Fatima, Pietà. This block is bounded on the South-

West by Pjazza Madonna ta’ Fatima, on the South-East by Triq

Joe Gasan and on the North-East by a public passage. Flats

numbered 1 to 6 are registered with the Government as

Tenements bearing numbers 69738 to 69743, flat numbered 8 is

registered with the Government as Tenement bearing number

69745 and flats 10 and 11 are registered with the Government as

Tenements bearing numbers 69747 and 69748 respectively. This

(22) A block, known as Block C1 and consisting of

twelve flats registered with the Government as Tenements

Pietà. This block is bounded on the North-East by Pjazza

Madonna ta’ Fatima, on the South-West by Triq Ġdida fi Triq

Joe Gasan and on the North-West in part by Government

property and in part by a public open space. This block falls on

Government property formerly part of Tenement bearing

number 50026 and the whole block is shown edged in red and

marked “Block C1” on plan P.D. 34_84_14. (HAA 124/2014).

(23) A block, known as Block C2, consisting of twelve

flats, of which three are being excluded from the transfer as they

were already transferred by a previous legal notice, in Pjazza

Madonna ta’ Fatima, Pietà. This block is bounded on the North-

East by Pjazza Madonna ta’ Fatima, on the South-West by Triq

Ġdida fi Triq Joe Gasan and on the North-West by Triq id-

Duluri. Flats numbered 1 and 4 are registered with the

Government as Tenements bearing numbers 69774 and 69777

respectively and flats numbered 6 to 12 are registered with the

Government as Tenements bearing numbers 69779 to 69785.

(24) A block, known as Block 13, consisting of eight

flats, of which six are being excluded from the transfer as they

were already transferred by a previous legal notice, in Pjazza

Mons P. P. Psaila, Qormi. This block is bounded on the North-

East by Pjazza Mons P. P. Psaila and on the North-West and on

the South-East by a public passage. Flats numbered 4 and 6 are

registered with the Government as Tenements bearing numbers

64255 and 64257 respectively. This block falls on Government

property formerly part of Tenement bearing number 51197 and

the whole block is shown edged in red and marked “BLOCK

13” on plan P.D. 2016_1299. (HAA 114/2016).

(25) The remaining undivided shares of the common

parts and roof of a block, known as Block 3, consisting of eight

flats all of which have been excluded from the transfer as they

were already transferred by a previous legal notice, in Vjal de la

Cruz, Qormi. This block is bounded on the North-East by Triq

il-Ġnien, on the South-East by Vjal de la Cruz and on the North-

West by Pjazza tal-Ġnien. This block falls on Government

property formerly part of Tenement bearing number 51197 and

the whole block is shown edged in red and marked “BLOCK 3”

on plan P.D. 2016_1224. (HAA 89/2015).

(26) A block, known as Block 4, consisting of eight

flats, of which three are being excluded from the transfer as they

were already transferred by a previous legal notice, in Pjazza

tal-Ġnien, Qormi. This block is bounded on the North-East by

Pjazza tal-Ġnien and on the North-West and on the South-East

by a public passage. Flat numbered 2 is registered with the

Government as Tenement bearing number 64189, flats

numbered 4 and 5 are registered with the Government as

Tenements bearing numbers 64191 and 64192 respectively and

flats 7 and 8 are registered with the Government as Tenements

bearing numbers 64194 and 64195 respectively. This block falls

(27) A block, known as Block 9, consisting of eight

flats, of which three are being excluded from the transfer as they

were already transferred by a previous legal notice, in Triq il-

Ġnien, Qormi. This block is bounded on the South-West by Triq

il-Ġnien and on the North-East and on the South-East by

Government property. Flats numbered 1 and 2 are registered

with the Government as Tenements bearing numbers 64220 and

64221 respectively, flat numbered 4 is registered with the

Government as Tenement bearing number 6423 and flats

numbered 7 and 8 are registered with the Government as

Tenements bearing numbers 64226 and 64227 respectively. This

block falls on Government property formerly part of Tenement

(28) A block, known as Block 6, consisting of eight flats

and one washroom, of which four flats are being excluded from

the transfer as they were already transferred by a previous legal

notice, in Triq il-Fontanier, Qormi. This block is bounded on the

South-East by Government property, on the North-West by Triq

il-Fontanier and on the South-West by a public passage. Flats

numbered 3 to 5 are registered with the Government as

Tenements 64206 to 64208, flat numbered 8 is registered with

the Government as Tenement bearing number 64211 and the

washroom is registered with the Government as Tenement

bearing number E26404. This block falls on Government

property formerly part of Tenement bearing number 51197 and

the whole block is shown edged in red and marked “BLOCK 6”

on plan P.D. 2016_1268. (HAA 55/2015).

(29) The remaining undivided shares of the common

parts and roof of a block known as, Block 15, consisting of two

flats both of which are being excluded from the transfer as they

were already transferred by a previous legal notice, in Triq il-

Fontanier, Qormi. This block is bounded on the North-East by

an open space, on the South-East by Triq Fontanier and on the

South-West by Government property. This block falls on

Government property formerly part of Tenement bearing

number 51197 and the whole block is shown edged in red and

marked “BLOCK 15” on plan P.D. 2016_1225. (HAA 115/

2016).

(30) A block, known as Block A, consisting of fourteen

flats, of which eight are being excluded from the transfer, three

stores which are being excluded from the transfer and two sites

in Triq l-Imdina and Trejqet ta’ Paskarella, Qormi. This block is

bounded on the West by Trejqet ta’ Paskarella, on the South by

Triq Ġuże Duca and on the North by Triq l-Imdina. Flat

numbered 4 is registered with the Government as Tenement

bearing number 70404, flats numbered 6 and 7 are registered

with the Government as Tenements bearing numbers 70406 and

70407 respectively, houses numbered 4 and 5 are registered

with the Government as Tenements bearing numbers 70411 and

70412 respectively, house numbered 7 is registered with the

Government as Tenement bearing number 70414 and the sites in

front of flats 4 and 5 are registered with the Government as

(31) A house, known as House 25, now ‘No. 11’ in Triq

Loreto Sciberras, Qrendi and is registered with the Government

as Tenement bearing number 69352. This house is bounded on

the South-East in part by property of the Housing Authority or

its successors in title and in part by Triq Loreto Sciberras, on the

South-West by property of the Housing Authority or its

successors in title and on the North-West by Government

property. This house falls on Government property formerly

part of Tenements bearing numbers 50086 portion 3 and 50087

portion 4 and is shown in red on plan HA 198/2016. (HAA 2/

(32) A plot, known as ‘No. 1’ in Triq Lampuka, Raħal

Ġdid and is registered with the Government as Tenement

bearing number 61711. This plot is bounded on the East by

property of the Housing Authority or its successors in title, on

the West by Triq Lampuka and on the South by Government

property. This plot falls on Government property formerly part

of Tenement bearing number 50988 and is shown in red on plan

HA 217/2016. (HAA 21/2015).

(33) A block, known as Block F, consisting of twelve

flats and one room, of which eight flats are being excluded from

the transfer as they were already transferred by a previous legal

notice, in Triq il-Peprin, Santa Luċija. This block is bounded on

the South-East by Triq Għeneb id-Dib, on the North-West by

Government property and on the North-East in part by

Government property and in part by property of the Housing

Authority or its successors in title. Flats numbered 5 to 7 are

registered with the Government as Tenements bearing numbers

70908 to 70910, flat numbered 9 is registered with the

Government as Tenement numbered 70912 and the washroom at

roof level is registered with the Government as Tenement

bearing number 96179. This block falls on Government

property formerly part of ex-Services Tenement number 16147

and is shown in red and marked “Block F” on plan P.D.

(34) The administration of a block, known as Block 3

Entrance M, consisting of two flats registered with the

Government as Tenements bearing numbers 78361 and 78362 in

Triq Patri Ġwann Azzopardi, Santa Venera. This block is

bounded on the North-East by Triq Patri Ġwann Azzopardi and

on the South-West and on the South-East by private property.

This block falls on land which is in the course of acquisition by

the Government and is shown edged in red and marked

(35) The administration of a block, known as Block 3

Entrance P, consisting of four flats registered with the

Government as Tenements bearing numbers 78369 to 78372 in

Triq Dun Xand Cortis, Santa Venera. This block is bounded on

the South-West by Triq Dun Xand Cortis, on the North-West by

Triq Patri Ġustin Sant and on the South-East by Misraħ Santa

Venera. This block falls on land which is in the course of

acquisition by the Government and is shown edged in red and

(36) A block, known as Binja Hesri Entrance C,

consisting of eight flats in Triq Dun Anton Vella, Siġġiewi. This

block is bounded on the South-West and on the North-East by

property of the Housing Authority or its successors in title and

on the North-West by Triq Dun Anton Vella. Flats numbered 1

and 2 are registered with the Government as Tenements bearing

numbers 77852 and 77853 respectively, flats numbered 3 and 4

are registered with the Government as Tenements 77855 and

77856 respectively, flat numbered 5 is registered with the

Government as Tenement bearing number 77854 and flats

numbered 6 to 8 are registered with the Government as

Tenements bearing numbers 77521 to 77523. This block falls on

(37) A block, known as Block IV, consisting of thirteen
