Housing Authority (Transfer of Assets) (No. 4) Order, 2015

IN exercise of the powers conferred by article 12 of the Housing

Authority Act, the President of Malta has made the following order:-

The title of this order is the Housing Authority (Transfer of Citation.

Assets) (No. 4) Order, 2015.

The property described in article 4 of this order is hereby Specified

specified for the purpose of article 12 of the Housing Authority Act. property.

The property specified in article 2 of this order shall be Appointed day.

transferred and vest in the Housing Authority as provided in the

aforesaid article with effect from the 26th of June, 2015.

The property referred to in article 2 of this order is the Description of

(1)

Four houses, known as Houses 113, 121, 123 and

147 in Triq Salvu Psaila, Birkirkara and which form part of

Government property formerly part of Tenement No. 82086 and

of land acquired by Deed dated 12th August 1933 in the acts of

Notary C. Gatt. All houses are shown edged in red on plan HA

699/2015, as follows

(a) house numbered 113 is registered with the

Government as Tenement No. 62107 and is bounded on the

South-East by Government property, on the South-West by

Triq Salvu Psaila and on the North-West partly by

Government property and partly by a public open space;

(b) houses numbered 121 and 123 are registered

with the Government as Tenements bearing numbers 62111

and 62112 respectively and are bounded on the South-East

by property of the Housing Authority or its successors in

title, on the South-West by Triq Salvu Psaila and on the

North-West by Government property; and

(c) house numbered 147 is registered with the

Government as Tenement No. 62124 and is bounded on the

South-East by property of the Housing Authority or its

successors in title, on the South-West by Triq Salvu Psaila

and on the North-West by Government property. (HAA 52/

The administration of four flats in Block A,

excluding the underlying property, in Triq Wigi Rosato, Bormla.

Flats numbered 1 to 4 are registered with the Government as

Tenements bearing numbers 65067 to 65070. This block is

bounded on the North-East by Triq is-Suq, on the South-East by

a public passage and on the South-West by Triq Wigi Rosato

and falls on land which is in the course of acquisition by the

Government. The whole block is edged in red and marked

“BLOCK A” on plan P.D. 2013_700. (HAA 97/2013).

A block, known as Block 7 consisting of twenty-

six flats, thirteen dwellings and one garden site in Block 7, in

Triq Wigi Rosato and Triq l-Inkurunazzjoni, Bormla. This block

is bounded on the North-East by Triq l-Inkurunazzjoni, on the

North-West by Wesgħa l-Knisja tan-Nattività and on the South-

West by Triq Wigi Rosato. House numbered 1 is registered with

the Government as Tenement No. 63110, houses numbered 4

and 5 are registered with the Government as Tenements bearing

numbers 63115 and 63116 respectively, house number 8 is

registered with the Government as Tenement No. 63120, houses

numbered 14, 16 and 19 are registered with the Government as

Tenements bearing numbers, 63130, 63132 and 63135

respectively, houses numbered 21, 22 and 23 are registered with

the Government as Tenements bearing numbers 63138, 63139

and 63140 respectively, houses numbered 25 and 26 are

registered with the Government as Tenements bearing numbers

63145 and 63146 respectively, house numbered 29 is registered

with the Government as Tenement No. 63151 and house

numbered 31 is registered with the Government as Tenement

No. 63154. Flats numbered 1 and 2 Entrance 2 are registered

with the Government as Tenements bearing numbers 63111 and

63112 respectively, flats numbered 1 and 2 Entrance 3 are

registered with the Government as Tenements bearing numbers

63113 and 63114 respectively, flats numbered 1 and 2 Entrance

6 are registered with the Government as Tenements bearing

numbers 63117 and 63118 respectively, flats numbered 1 to 3

Entrance 9 are registered with the Government as Tenements

bearing numbers 63121 to 63123, flats numbered 1 and 2

Entrance 11 are registered with the Government as Tenements

This block falls on Government property acquired by

President’s Declaration No. 385 dated 28th March 2012 and the

whole block is shown edged in red and marked “Block 7” on

plan P.D. 2013_646_A. (HAA 183/2011, HAA 35 - 44/2013).

The administration of seven dwellings in Block 12,

excluding the underlying property, in Sqaq il-Kunċizzjoni,

Bormla and are registered with the Government as Tenements

bearing numbers 63571 to 63577. This block is bounded on the

North by Sqaq il-Kunċizzjoni, on the South by Triq ir-Regatta

and on the East by Triq John Pace and falls on land which is in

the course of acquisition by the Government. The whole block

is edged in red and marked “Block 12” on plan P.D.

A house, known as House 88, registered with the

Government as Tenement No. 69616 in Triq Guze Ellul Mercer,

Dingli and is bounded on the North-East by property of the

Housing Authority or its successors in title, on the North-West

by Triq Guze Ellul Mercer and on the South-West by

Government property. This house falls on Government property

acquired by Deed No. 131/74 dated 29th March 1974 in the acts

of Notary A. Grech and is shown edged in red on plan HA 284/

2015. (HAA 35/2015).

A block, known as Block C6 consisting of six flats,

of which one is being excluded from the transfer as it was

already transferred by a previous legal notice, in Triq Mahatma

Gandhi, Fgura. This block is bounded on the North by Triq

Mahatma Gandhi, on the West by Triq is-Summiena and on the

East by a public road. Flats numbered 2 to 6 are registered with

the Government as Tenements bearing numbers 73547 to 73551.

This block falls on Government property acquired by schedule

of deposit dated 18th April 2001 and the whole block is edged

in red and marked Block C6 on plan P.D. 151_83_9. (HAA 13/

2014).

A block, known as Block 6, consisting of eight flats

of which four are being excluded from the transfer as they were

already transferred by a previous legal notice, and excluding the

underlying property, in Triq il-Fosos, Furjana. This block is

bounded on the North-East by an open space, on the South-West

by a public passage and on the South-East by Government

property. Flats numbered 1, 3, 5 and 7 are registered with the

Government as Tenements bearing numbers 67968, 67970,

67972 and 67974 respectively. This block falls on Government

property formerly part of ex-Services Tenement No. 16333 and

the whole block is shown edged in red on plan 2013_188_A.

A block, known as Block 1, consisting of fourteen

flats of which three are being excluded from the transfer as they

were already transferred by a previous legal notice, in Triq il-

Gzira, Gzira. This block is bounded on the North-West by

private property, on the South-East in part by an open space and

in part by private property, and on the South-West by Triq il-

Gzira. Flats numbered 1 and 2 Entrance 1 are registered with the

Government as Tenements bearing numbers 75222 and 75223

respectively, flat numbered 1 Entrance 2 is registered with the

Government as Tenement No. 75224, flat numbered 3 Entrance

2 is registered with the Government as Tenement No. 75226,

A block, known as Block 3, Entrance 1 and 2

consisting of ten flats, of which two are being excluded from the

transfer as they were already transferred by a previous legal

notice, in Triq il-Gzira, Gzira. This block is bounded on the

North-West and on the North-East by a public passage and on

the South-West by Triq il-Gzira. Flats numbered 1 and 2

Entrance 1 are registered with the Government as Tenements

bearing numbers 75251 and 75252 respectively and flats

numbered 1 to 6 Entrance 2 are registered with the Government

as Tenements bearing numbers 75255 to 75260. This block falls

on Government property formerly part of Tenement No. 50064

and the whole block is shown edged in red and marked “Block

3” on plan P.D. 29_87_6. (HAA 32/2015, HAA 33/2015).

(10) Four plots of land, known as Plots 1 to 4 in Triq

Straubenzee and four plots of land known as Plots 14 to 17 in

Triq Giovanni Ricasoli, Kalkara and these plots are bounded on

the North-East by Government property, on the South-East by

Triq Giovanni Ricasoli and on the North-West by Triq

Straubenzee. Plots 1 to 4 are registered with the Government as

Tenements bearing numbers X06123 to X060126 and plots 14

to 17 are registered with the Government as Tenements bearing

numbers X06136 to X060139. These plots fall on Government

property acquired by Deed No. 5 dated 8th January 2013 in the

acts of Notary H Saydon and are shown edged in red on plan

P.D. 58_96_3. (HAM 134/86).

(11) A house, known as House 1 in Triq ix-Xemxija,

Marsa and is registered with the Government as Tenement No.

72234. This house is bounded on the North-East by Government

property, on the South-West by a public passage and on the

North-West by Triq ix-Xemxija. This house falls on

Government property acquired by Deed No. 119/79 dated 6th

June 1979 in the acts of Notary A. Grech and is shown edged in

red on plan HA 262/2015. (HAA 34/2015).

(12) A block, known as Block B4, consisting of nine

flats registered with the Government as Tenements bearing

numbers 70821 to 70829 in Triq id-Dawr, Mosta. This block is

bounded on the South by Triq id-Dawr, on the East and on the

West by a public passage. This block falls on Government

property acquired by Deed No. 7/75 dated 15th January 1975 in

the acts of Notary A. Grech and on part of former Tenement No.

84034. The whole block is edged in red and marked “Block B4”

on plan P.D. 2014_451. (HAA 45/2014).

(13) Two houses, known as House 98 and House 103 in

Triq id-Dawr, Mosta and shown edged in red on plan HA 693/

2015, as follows

(a) House 98 is registered with the Government

as Tenement No. 75142 and is bounded on the East and on

the West by property of the Housing Authority or its

successors in title and on the North by Triq id-Dawr. This

house falls on Government property acquired by Deed No.

91/75 dated 26th March 1975 in the acts of Notary A.

Grech; and

(b) House 103 is registered with the Government

as Tenement No. 75147 and is bounded on the East and on

the West by property of the Housing Authority or its

successors in title and on the North by Triq id-Dawr. This

house falls on Government property formerly part of

Tenement No. 84038. (HAA 50/2015).

(14) A house, known as House 10 in Triq il-Mahlug,

Naxxar and is registered with the Government as Tenement No.

68589 and is bounded on the North-East by Government

property, on the South-West by property of the Housing

Authority or its successors in title and on the North-West by

Triq il-Mahlug. This house falls on Government property

acquired by Deed No. 283/73 dated 15th December 1973 and is

shown edged in red on plan HA 295/2015. (HAA 49/2015).

(15) Two houses, known as House 2 and House 11 in

Triq il-Miksur, Għaxaq and are bounded on the North and on the

South by property of the Housing Authority or its successors in

title and on the East by Triq il-Miksur. House 2 is registered

with the Government as Tenement No. 69971 and House 11 is

registered with the Government as Tenement No. 69980. These

houses fall on Government property acquired by Deed No. 16/

77/G dated 19th January 1977 and Deed No. 175/79/G dated 5th

September 1977 both in the acts of Notary A. Grech and are

shown edged in red and marked “House 2” and “House 11” on

plan HA 698/2015. (HAA 51/2015).

(16) A block, known as Block B, consisting of eight

flats, of which two are being excluded from the transfer as they

were already transferred by a previous legal notice, in Triq Guze

Duca, Qormi. This block is bounded on the East by a public

passage, on the North by a public open space and on the South

by Triq Guze Duca. Flats numbered 2 to 5 are registered with

the Government as Tenements bearing numbers 70394 to 70397

and flats numbered 6 and 7 are registered with the Government

as Tenements bearing numbers 70399 and 70400 respectively.

This block falls on Government property formerly part of

Tenement No. 51369A and the whole block is edged in red and

marked “Block B” on plan P.D. 235_88_5. (HAA 133/2014).

(17) A block, known as Block G, consisting of eight

flats, of which four are being excluded from the transfer as they

were already transferred by a previous legal notice, in Triq il-

Patri G A Bonelli, Għajn Kajjet, Rabat. This block is bounded

on the North-West and on the South-East by an open space and

on the North-East by Triq il-Patri G A Bonelli. Flats numbered

1 and 2 are registered with the Government as Tenements 67811

and 67812 respectively, flat numbered 4 is registered with the

Government as Tenement No. 67814 and flat numbered 7 is

registered with the Government as Tenement No. 67817. This

block falls on Government property acquired by Deed No. 90/

77 dated 13th April 1977 in the acts of Notary A. Grech and the

whole block is edged in red and marked “Block G” on plan P.D.

(18) A house, known as House 4 in Triq tat-Tabija,

Rabat and is registered with the Government as Tenement No.

68661 and is bounded on the North-West by Triq tat-Tabija, on

the South-East by a public road and on the North-East by a

public passage. This house falls on Government property

acquired by Deed No. 90/77 dated 13th April 1977 in the acts of

Notary A. Grech and is shown edged in red on plan HA 691/

2015. (HAA 48/2015).

(19) A house, known as House 112A in Triq San

Ġużepp, Raħal Ġdid, and is registered with the Government as

Tenement No. 61814 and is bounded on the North-West by Triq

San Ġużepp, on the South-West by Government property and on

the South-East by Government property or its successors in title.

This house falls on Government property formerly part of

Tenement No. 988 and is shown edged in red on plan HA 273/

2015. (HAA 21/2015).

(20) A site at the back of Scheme 2, Block 1, Telgħet

Raħal Ġdid, Raħal Ġdid and is registered with the Government

as part of Tenement No. 63946. This site is bounded on the

North-East by property of the Housing Authority or its

successors in title and on the South-West and on the South-East

by public passages. This site falls on Government property

acquired by Deed No. 301 dated 25th September 1957 in the

acts of Notary A. Attard and is shown edged in red on plan P.D.

2013_635_1. (HAA 211/2012).

(21) Four blocks, known as Blocks A to D, Corradino

Flats, consisting of twenty-four flats of which two are being

excluded from the transfer as they were already transferred by a

previous legal notice, in Triq Kordin, Raħal Ġdid. These blocks

are bounded on all sides by Government property. Flats

numbered 1 to 3 in Block A are registered with the Government

as Tenements bearing numbers 63859 to 63861, flats numbered

5 and 6 in Block A are registered with the Government as

Tenements bearing numbers 63863 and 63864 respectively, flats

numbered 1 to 6 in Block B are registered with the Government

as Tenements bearing numbers 63880 to 63885, flats numbered

1 to 6 in Block C are registered with the Government as

Tenements bearing numbers 63886 to 63891, flats numbered 1

to 3 in Block D are registered as Tenements bearing numbers

(22) A block in Trejqet Tarsu, Safi consisting of four

flats, of which one is being excluded from the transfer as it was

already transferred by a previous legal notice. This block is

bounded on the North-West and on the North-East by private

property and on the South-East by Trejqet Tarsu. Flats

numbered 1 to 3 are registered with the Government as

Tenements bearing numbers 73910 to 73912. This block falls on

Government property formerly part of ex-Services Tenement

No. 16010 and the whole block is shown edged in red on plan

P.D. 10_83_3. (HAA 36/2015).

(23) A house, known as House 3 in Area 14 in Triq

Hans Stumme, San Giljan and is registered with the

Government as Tenement No. 67671. This house is bounded on

the South-East by Triq Hans Stumme, on the North-West and on

the South-West by property of the Housing Authority or its

successors in title. This house falls on Government property

formerly part of ex-Services Tenement No. 16281 and is shown

edged in red and marked “House 3” on plan HA 263/2015.

(24) A house, known as House 5 in Area 2 in Triq

William H Prescott, San Giljan and is registered with the

Government as Tenement No. 67700. This house is bounded on

the North and on the South by Government property and on the

East by Triq William H Prescott. This house falls on

Government property formerly part of ex-Services Tenement

No. 51330 and is shown edged in red and marked “House 5” on

plan HA 683/2015. (HAA 22/2015).

(25) Two houses, known as Houses 1 and 2 in Block D

in Triq il-Laringa, San Gwann. Houses 1 and 2 are registered

with the Government as Tenements bearing numbers 67314 and

67315 respectively. These houses are bounded on the North-

East by Triq l-Akacja, on the South-East by Triq il-Laringa and

on the North-West by Triq il-Langasa. These houses fall on

Government property acquired by Deed No. 284/65/A dated

18th December 1965 and by schedule of deposit No. 788/95 and

both houses are edged in red on plan HA 885/2014. (HAA 142/

2014).

(26) A house, known as House 4 in Block H in Vjal in-

Naspli, San Gwann and is registered with the Government as

Tenement No. X50894. This house is bounded on the North and

on the South by Government property and on the East by Vjal

in-Naspli. This house falls on Government property acquired by

schedule of deposit No. 788/95 and is shown edged in red on

plan HA 180/2011. (HA 219/77).

(27) Three houses, known as Houses 3, 6 and 13 in

Block M in Triq iz-Znuber San Gwann and are registered with

the Government as Tenements bearing numbers 67799, 67802

and 67809 respectively. These houses are bounded on the

South-East by Triq Bellavista, on the South-West by property of

the Housing Authority or its successors in title and on the

North-West by Triq iz-Znuber. These houses fall on

Government property formerly part of a public passage and on

land acquired by Deed No. 150/41 dated 10th April 1974 and by

Deed No. 17/73 dated 21st January 1973 in both acts of Notary

A. Grech and are shown edged in red and marked “3”, “6” and

“13” on plan HA 275/2015. (HAA 142/2014).

(28) Five houses, known as Houses 1, 5, 6, 7 and 12 in

Block N in Triq iz-Znuber, San Gwann. These houses fall on

Government property formerly part of a public passage and on

land acquired by Deed No. 150/41 dated 10th April 1974 in the

acts of Notary A. Grech and are shown edged in red and

marked “1”, “5”, “6”, “7” and “12” on plan HA 690/2015, as

follows

(a) House 1 is registered with the Government as

Tenement No. 67784 and is bounded on the South-East by

Triq iz-Znuber, on the South-West by a public road and on

the North-West by Triq ir-Rummien;

(b) Houses 5, 6 and 7 are registered with the

Government as Tenements bearing numbers 67788 to

67790 and are bounded on the South-East by Triq iz-

Znuber, on the South-West by property of the Housing

Authority or its successors in title and on the North-West

by Triq ir-Rummien; and

(c)

House 12 is registered with the Government

as Tenement No. 67795 and is bounded on the South-East

by Triq iz-Znuber, on the South-West by property of the

Housing Authority or its successors in title and on the

(29) Two houses, known as Houses 3 and 4 in Area 4 in

Triq il-Luq, San Gwann and are registered with the Government

as Tenements bearing numbers 66252 and 66253 respectively.

These houses are bounded on the North by property of the

Housing Authority or its successors in title, on the West by Triq

il-Luq and on the South by Government property. These houses

fall on Government property acquired by Deed No. 76/66/G

dated 12th March 1966 in the acts of Notary A. Attard and are

shown edged in red and marked “House 3” and “House 4” on

plan HA 302/2015. (HAA 142/2014).

(30) A house, known as House 5, registered with the

Government as Tenement No. 64324 in Trejqet il-Ġiżimin,

Santa Lucija and is bounded on the South-East and on the

North-East by Government property and on the North-West by

Trejqet il-Ġiżimin. This house falls on Government property

acquired by Deed No. 42/60 dated 5th March 1960 in the acts of

Notary A. Attard and by President’s Declaration No. 47 dated

20th January 2011 and is shown edged in red and marked

“House 5” on plan HA 443/2015. (HAA 38/2015).

(31) A block, known as Block 15, consisting of sixteen

flats of which two are being excluded from the transfer as they

were already transferred by a previous legal notice, in Trejqet

is-Sardinell, Santa Lucija. This block is bounded on the North-

East by Triq l-Oleandri, on the South-East by Trejqet il-Ġiżimin

and on the South-West by Triq is-Sardinell. Flats numbered 1 to

3 are registered with the Government as Tenements bearing

numbers 64569 to 64571, flats numbered 5 to 7 are registered

with the Government as Tenements bearing numbers 64573 to

64575 and flats numbered 9 to 16 are registered with the

Government as Tenements bearing numbers 64577 to 64584.

This block falls on Government property acquired by Deed No.

33/61 dated 21st January 1961 and by President’s Declaration

No. 47 dated 20th January 2011 and the whole block is edged in

red and marked “Block 15” on plan P.D. 2013_624_A. (HAA

273/2012).

(32) A block, known as Block P, consisting of five flats

and two washrooms, of which one is being excluded from the

transfer as it was already transferred by a previous legal notice,

in Triq Helen Buhagiar, Santa Lucija. This block is bounded on

the North-West by Triq Guljetta Lopez, on the South-East by

Triq il-Fuxa and on the North-East by Triq Helen Buhagiar.

Flats numbered 1 to 3 are registered with the Government as

Tenements bearing numbers 70864 to 70866, flats numbered 5

and 6 are registered with the Government as Tenements bearing

numbers 70868 and 70869 respectively and washrooms

numbered 1 and 2 are registered with the Government as

Tenements bearing numbers 99009 and 99010 respectively. This

block falls on Government property acquired by Deed No. 86/

77 and 87/77 both dated 16th August 1977 in the acts of Notary

A. Attard and the whole block is shown edged in red on plan

(33) A house, known as House 14 in Triq Mons Mikiel

Azzopardi, Siggiewi, is registered with the Government as

Tenement No. X50886 and is bounded on the South-East by

Triq Mons Mikiel Azzopardi, on the South-West by a public

passage and on the North-West by Government property. This

house falls on Government property acquired by Deed No. 72/

98 dated 8th April 1998 in the acts of Notary V. Miceli and on

part of former Tenement No. 50691 and is edged in red on plan

HA 89/2013. (HA 114/82).

(34) Two houses, known as Houses 2 and 5 in Triq il-

Kosbor, Ta’ Xbiex and are shown edged in red and marked

“House 2” and “House 5” on plan HA 883/2014, as follows

(a) House 2 is registered with the Government as

Tenement No. 70645 and is bounded on the North-West

and on the South-East by property of the Housing

Authority or its successors in title and on the East by Triq

il-Kosbor. This house falls on Government property

acquired by Deed No. 193/77/G dated 21st September,

1977 and by Deed No. 52/78/G dated 15th March 1978

both in the acts of Notary A. Grech; and

(b) House 5 is registered with the Government as

Tenement No. 70648 and is bounded on the North-West

and on the South-East by property of the Housing

Authority or its successors in title and on the East by Triq

il-Kosbor. This house falls on Government property

acquired by Deed No. 193/77/G dated 21st September

1977 in the acts of Notary A. Grech.

(35) A block, known as Block E3, consisting of eight

flats, of which seven are being excluded from the transfer as

they were already transferred by a previous legal notice, in Triq

id-Deffa, Ta’ Xbiex. This block is bounded on the North and on

the West by public roads and on the South by Triq id-Deffa. Flat

numbered 5 is registered with the Government as Tenement

bearing number 71460. This block falls on Government

property acquired by Deed No. 193/77/G dated 21st September

1977 and by Deed No.127/75/G dated 23rd April 1975 both in

No. 68818 and is bounded on the North-East, on the South-East

and on the South-West by Government property. This house

falls on Government property acquired by schedule of deposit

No. 394/94 dated 3rd May 1994 and is shown edged in red and

marked “85” on plan HA 264/2015. (HAA 23/2015).

(38) A block, known as Block H, consisting of six flats,

of which one is being excluded from the transfer as it was

already transferred by a previous legal notice in the “Ta’ Ganza”

Government Housing Estate, Zejtun. Flat numbered 1 is

registered with the Government as Tenement No. 74589, flat

numbered 2 is registered with the Government as Tenement No.

73692 and flats numbered 4 to 6 are registered with the

Government as Tenements bearing numbers 73471 to 73473.

This block falls on Government property acquired by Deed No.

273/75/G dated 30th September 1975 and the whole block is

shown edged in red and marked “Block H” on plan P.D.
