Housing Authority (Transfer of Assets) (No. 3) Order, 2012

IN exercise of the powers conferred by article 12 of the

Housing Authority Act, the President of Malta has made the

following order:-

The title of this order is the Housing Authority (Transfer

of Assets) (No. 3) Order, 2012.

The property described in article 4 of this order is hereby

specified for the purpose of article 12 of the Housing Authority

Act.

The property specified in article 2 of this order shall be

transferred and vest in the Housing Authority as provided in the

aforesaid article with effect from the 22nd June, 2012.

The property referred to in article 2 of this order is the Description

following, that is to say

(1) The administration of a block, known as “Block

2”, consisting of eleven dwellings in Triq il-Mandraġġ and Triq

Antika, Birgu and is bounded on the North-East by Triq il-

Mandraġġ and on the South-West and South-East by Triq Antika.

Dwellings numbered 1 to 4 are accessible from Triq il-Mandraġġ

and registered with the Government as Tenements bearing numbers

73662 to 73665 and dwellings numbered 5 to 11 are accessible

from Triq l-Antika and are registered with the Government as

Tenements bearing numbers 73666 to 73672. The land where this

block is located falls on property which is in the course of being

acquired by Government. The whole block is shown edged in red

and marked “Block 2” on plan P.D. 2011_923. (HAA 98/2012).

(2) A block, known as “Block E”, Entrance B,

consisting of six flats, one shop, two garages, and one premises at

Tal-Ħawli in Triq Peppi Vella, Birgu and is bounded on the North-

East by Block E, Entrance A, on the North-West by Triq Peppi

Vella and on the South-East by Triq Mons. Pawl Galea. The six

flats are all accessible from a common entrance without official

number bearing “Block E Entrance B” and are registered with

the Government as Tenements bearing numbers 72674 to 72679,

the shop bearing number 5 is registered with the Government as

Tenement No. 72290, the premises bearing number 8 is registered

with the Government as Tenement No. 72291 and the two garages

bearing numbers 6 and 7 are registered with the Government as

Tenement No. 72496 and 72497 respectively. The land where this

block is located falls on Government property acquired by Deed

No. 185/73 dated 19th November 1980 in the acts of Notary

A.Grech, Deed No. 187/78 dated 9th June 1978 in the acts of

Notary A. Grech and Deed No. 150/73 dated 21st March 1979 in

the acts of Notary A. Grech. The whole block is shown edged in red

and marked “Block E” on plan P.D. 2011_938. (HAA 171/2011).

(3) A block, known as “Block 1” consisting of seven

flats, of which one is being excluded from the transfer as it was

already transferred by a previous legal notice, and excluding the

subsoil, forming part of the Hubbard Flats, Government Housing

Estate in Triq Alessandra, Bormla. This block is bounded on the

South by Triq San Mark, on the North by a public open space and

on the East by Government property. Flats numbered 1 to 4 are

registered with the Government as Tenements bearing numbers

62294 to 62297 and Flats numbered 6 and 7 are registered with the

Government as Tenement No. 62299 and 62300 respectively. The

land where this block is located was acquired by the Government

by Deed dated 21st March, 1931 and the whole block is shown

edged in red and marked “Block 1” on plan P.D. 2011_886. (HAA

159/2011).

(4) A block, known as “Block 2” consisting of eight

flats and excluding the subsoil, forming part of the Hubbard

Flats, Government Housing Estate in Triq Alessandra, Bormla

and is bounded on the North by a public passage, on the West

by Triq Rikkardu Taylor and on the East by a public open space.

Flats numbered 1 to 8 are registered with the Government as

Tenements bearing numbers 62301 to 62308. The land where this

block is located was acquired by the Government by Deed dated

21st March, 1931 and the whole block is shown edged in red and

marked “Block 2” on plan P.D. 2011_885. (HAA 160/2011).

(5) A block, known as “Block 3” consisting of eight

flats, of which one is being excluded from the transfer as it was

already transferred by a previous legal notice, and excluding the

subsoil, forming part of the Hubbard Flats, Government Housing

Estate in Triq Alessandra, Bormla and is bounded on the North

by a passage, on the West by a public open space and on the East

by Triq Alessandra. Flats numbered 1 to 4 are registered with

the Government as Tenements bearing numbers 62309 to 62312

and flats numbered 6 to 8 are registered with the Government as

Tenements bearing numbers 62314 to 62316. The land where this

block is located was acquired by the Government from the War

Department by Deed dated 21st March, 1931 and the whole block

is shown edged in red and marked “Blk 3” on plan P.D. 2011_893.

(HAA 78/2011).

(6) A block, known as “Block 4” consisting of eight

flats of which two are being excluded from the transfer as they

were already transferred by a previous legal notice and excluding

the subsoil, forming part of the Hubbard Flats, Government

Housing Estate in Triq Alessandra, Bormla and is bounded on the

West by Triq Rikkardu Taylor and on the South and on the East

by a public passage. Flats numbered 1 and 2 are registered with

the Government as Tenements bearing numbers 62317 and 62318

respectively and flats numbered 5 to 8 are registered with the

Government as Tenements bearing numbers 62321 to 62324. The

land where this block is located was acquired by the Government

from the War Department by Deed dated 21st March, 1931 and the

whole block is shown edged in red and marked “Block 4” on plan

P.D. 2011_951. (HAA 161/2011).

(7) A block, known as “Block 5” consisting of seven

flats, of which three are being excluded from the transfer as they

were already transferred by a previous legal notice, a site and a

front garden and excluding the subsoil, forming part of the Hubbard

Flats, Government Housing Estate in Triq Alessandra, Bormla and

is bounded on the North by a public open space, on the West by

a public passage and on the South East by Triq Alessandra. Flat

numbered 1 is registered with the Government as Tenement No.

62325, flats numbered 4 and 5 are registered with the Government

as Tenements No. 62328 and 62329 respectively, flat numbered 7

is registered with the Government as Tenement No.62331 and the

site is registered with the Government as Tenement No. 78240. The

land where this block is located was acquired by the Government

from the War Department by Deed dated 21st March, 1931 and the

whole block is shown edged in red and marked “Block 5” on plan

P.D. 2011_901. (HAA 162/2011).

(8) A block, known as “Block 6” consisting of two

flats and two shops of which one flat is being excluded from the

transfer as it was already transferred by a previous legal notice

and excluding the subsoil, forming part of the Hubbard Flats,

Government Housing Estate in Triq Alessandra, Bormla and is

bounded on the North-West by a public open space, on the West by

Block 5 and on the South-East by Triq Alessandra. Flat numbered

1 is registered with the Government as Tenement No. 62332 and

the two shops are registered with the Government as Tenements

numbered 62333 and 62334. The land where this block is located

was acquired by the Government from the War Department by

Deed dated 21st March, 1931 and the whole block is shown

edged in red and marked “Block 6” on plan P.D. 2011_721. (HAA

163/2011).

(9) A block, known as “Block 7” consisting of seven

flats of which two flats are being excluded from the transfer as they

were already transferred by a previous legal notice and excluding

the subsoil, forming part of the Hubbard Flats, Government

Housing Estate in Triq Alessandra, Bormla and is bounded on the

North-West and South-West by a public passage and on the North-

East by a public open space and a public passage. Flat numbered 1

is registered with the Government as Tenement No. 62336 and flats

numbered 4 to 7 are registered with the Government as Tenements

bearing numbers 62339 to 62342. The land where this block is

located was acquired by the Government from the War Department

by Deed dated 21st March, 1931 and the whole block is shown

edged in red and marked “Block 7” on plan P.D. 2011_902A.

(HAA 164/2011).

(10) A block, known as “Block 8” consisting of six

flats, of which one is being excluded from the transfer as it was

already transferred by a previous legal notice and excluding the

subsoil, forming part of the Hubbard Flats, Government Housing

Estate in Triq Alessandra, Bormla and is bounded on the North-

West by Triq Rikardu Taylor and on the South and on the East by

a public passage. Flats numbered 1 to 5 are registered with the

Government as Tenements bearing numbers 62343 to 62347. The

land where this block is located was acquired by the Government

from the War Department by Deed dated 21st March, 1931 and the

whole block is shown edged in red and marked “Block 8” on plan

P.D. 2011_949. (HAA 165/2011).

(11) A block, known as “Block 9” consisting of six

flats of which two are being excluded from the transfer as they were

already transferred by a previous legal notice and excluding the

subsoil, forming part of the Hubbard Flats, Government Housing

Estate in Triq Alessandra, Bormla and is bounded on the South-

West by a public passage, on the North-West by Triq Rikkardu

Taylor and on the South-East by a public open space. Flats

numbered 2 to 5 are registered with the Government as Tenements

bearing numbers 62350 to 62353. The land where this block is

located was acquired by the Government from the War Department

by Deed dated 21st March, 1931 and the whole block is shown

edged in red and marked “Block 9” on plan P.D. 2011_884. (HAA

166/2011).

(12) A block, known as “Block 10” consisting of

eight flats, of which three are being excluded from the transfer as

they were already transferred by a previous legal notice, adjacent

gardens and excluding the subsoil, forming part of the Hubbard

Flats, Government Housing Estate in Triq Alessandra, Bormla and

is bounded on the South-West and on the North-East by a public

passage and on the South-East by Triq Alessandra. Flats numbered

1 and 2 are registered with the Government as Tenement No. 62355

and 62356 respectively, flats numbered 4 and 5 are registered

with the Government as Tenement No. 62358 and 62359 and flat

numbered 8 is registered with the Government as Tenement No.

62362. The land where this block is located was acquired by the

Government from the War Department by Deed dated 21st March,

1931 and the whole block is shown edged in red and marked

“Block 10” on plan P.D. 2011_887. (HAA 167/2011).

(13) A block, known as “Block 5B” consisting of

six houses, four shops and six flats, excluding the subsoil in Triq

is-Sur, Isla and is bounded on the North-East by Triq Homedes,

on the South-West by Triq is-Sur and on the South-East by Triq

San Giljan. This block falls on Government property acquired

by President’s Declaration No. 573 dated 3rd June, 2010 and by

President’s Declaration No. 68 dated 23rd January, 2012 and is

registered with the Government as Tenements bearing numbers

63545 to 63559 and 63579A. The whole block is shown edged

in red and marked “Block 5B” on plan P.D. 2011_967. (HAA

43/2012).

(14) Three blocks, known as Blocks A, B and C,

consisting of thirty-three flats and nine stores, excluding the

subsoil, at Dar ir-Risq, Dockyard Terrace, Isla and is bounded on

the North-East by Triq it-Tarzna, on the South-West by Triq San

Guzepp and on the South-East by Triq il-Macina. The thirty-three

flats are registered with the Government as Tenements bearing

numbers 75047 to 75079 and the nine stores are registered with the

Government as Tenements bearing numbers 75582 to 75590. The

land where these blocks are located falls on Government property

which formerly formed part of ex-Services property and is shown

edged in red and marked “Blocks A-C” on plan P.D. 2011_927.

(HAA 44/2012, HAA 45/2012, HAA 46/2012).

(15) A block, known as “Block A” consisting of seven

flats, of which two are being excluded from the transfer as they

were already transferred by a previous legal notice, and including

surrounding gardens and passages leading to the block, at Triq

il-Plejju, in Mgarr and is bounded on the North-East by Triq il-

Plejju, on the North-West by Triq il-Ganfra and on the South-

West by a public passage. Flat numbered 1A is registered with the

Government as Tenement No. 70122 and flats numbered 4 to 7 are

registered with the Government as Tenements bearing numbers

70125 to 70128. The land where this block is located falls on

Government property formerly registered as part of Tenement No.

50589 – 2nd portion and is shown edged in red and marked “Block

A” on plan P.D. 2011_768. (HAA 82/2011).

(16) A block, known as “Block B” consisting of six

flats, of which one is being excluded from the transfer as it was

already transferred by a previous legal notice, and including

surrounding gardens and passages leading to the block, at Triq

il-Plejju, in Mgarr and is bounded on the North-East by a public

open space, on the North-West by Triq il-Ganfra and on the South-

East by a public passage. Flat numbered 1 is registered with the

Government as Tenement No. 70129 and flats numbered 3 to 6 are

registered with the Government as Tenements bearing numbers

70131 to 70134. The land where this block is located falls on

Government property formerly registered as part of Tenement No.

50589 – 2nd portion and is shown edged in red and marked “Block

B” on plan P.D. 2011_926. (HAA 98/2011).

(17) The administration of a block, known as “Block

A”, consisting of eight flats, of which seven are being excluded

from the transfer as they were already transferred by a previous

legal notice, and including surrounding gardens at Fuq Tal-Blat

Housing Estate, in Qormi and is bounded on the North-East and

on the North-West by public roads and on the South-West by Triq

is-Sebħ. Flat numbered 5 is registered with the Government as

Tenement No. 69814. The whole block is shown edged in red and

marked “Block A” on plan P.D. 2011_867. (HAA 178/2011).

(18) The administration of a block, known as “Block

B”, consisting of one room and eight flats, of which four are being

excluded from the transfer as they were already transferred by a

previous legal notice, and including surrounding gardens at Fuq

Tal-Blat Housing Estate, in Qormi and is bounded on the North-

East and on the South-West by Triq is-Sebħ and on the North-West

by a public open space. Flat numbered 2 is registered with the

Government as Tenement No. 69819, flat numbered 5 is registered

with the Government as Tenement No. 69822, flats numbered 7

and 8 are registered with the Government as Tenement No. 69824

and 69825 respectively and the room between Block B and Block

C is registered with the Government as Tenement No. 73308. The

whole block is shown edged in red and marked “Block B” on plan

(19) The administration of a block, known as “Block

X2”, consisting of six flats, of which one is being excluded from

the transfer as it was already transferred by a previous legal notice,

and including surrounding gardens and passages leading to the

block, at Ta’ Farzina Housing Estate, in Qormi and is bounded on

the North, on the South and on the West by a public passage. Flats

numbered 1 to 5 are registered with the Government as Tenements

bearing numbers 74031 to 74035. The whole block is shown edged

in red and marked “Block X2” on plan P.D. 2011_782. (HAA

(20) A block, known as “Block X3”, consisting of six

flats, of which two are being excluded from the transfer as they

were already transferred by a previous legal notice, and including

surrounding gardens and passages leading to the block, at Ta’

Farzina Housing Estate, in Qormi and is bounded on the North by

Triq ir-Rebbiegħa, on the East by a public open space and on the

West by Triq id-Deheb Fin. Flats numbered 2 to 4 are registered

with the Government as Tenements bearing numbers 74038 to

74040 and flat numbered 6 is registered with the Government as

Tenement No. 74042. This block falls on Government property

acquired by Deed No. 81/85 dated 8th March, 1985 in the acts of

Notary F.Portelli and is shown edged in red and marked “Block

X3” on plan P.D. 2011_814. (HAA 60/2012).

(21) A block, known as “Block X4”, consisting of six

flats, of which three are being excluded from the transfer as there

were already transferred by a previous legal notice, and including

surrounding gardens and passages leading to the block, at Ta’

Farzina Housing Estate, in Qormi and is bounded on the North by

Triq ir-Rebbiegħa, on the East and on the West by a public passage.

Flats numbered 2 is registered with the Government as Tenement

No. 74044 and flat numbered 4 and 5 are registered with the

Government as Tenement No. 74046 and 74047. This block falls

on Government property acquired by Deed No. 81/85 dated 8th

March, 1985 in the acts of Notary F.Portelli and is shown edged in

red and marked “X4” on plan P.D. 2011_842. (HAA 90/2012).

(22) A block, known as “Block Y1”, consisting of

six flats, of which one is being excluded from the transfer as it

was already transferred by a previous legal notice, and including

surrounding gardens and passages leading to the block, at Ta’

Farzina Housing Estate, in Qormi and is bounded on the North

by a public open space, on the South-West by Triq id-Deheb Fin

and on the South-East by Triq il-Helsien. Flats numbered 1 to 4

are registered with the Government as Tenements bearing numbers

73558 to 73561 and flat 6 is registered with the Government as

Tenement No. 73563. This block falls on Government property

acquired by Deed No. 134/82 dated 26th May, 1982 and by Deed

No. 30/77/G dated 2nd February, 1977 both in the acts of Notary

A. Grech and is shown edged in red and marked “Block Y1” on

plan P.D. 2011_785. (HAA 77/2011).

(23) The administration of a block, known as “Block

Y2”, consisting of six flats and including surrounding gardens

and passages leading to the block, at Ta’ Farzina Housing Estate,

in Qormi and is bounded on the North by a public open space,

on the South-East by Triq il-Ħelsien and on the West by a public

passage. Flats numbered 1 to 6 are registered with the Government

as Tenements bearing numbers 73564 to 73569. The whole block

is shown edged in red and marked “Block Y2” on plan P.D.

2011_793. (HAA 91/2012).

(24) A block, known as “Block Y3”, consisting of six

flats and including surrounding gardens and passages leading to the

block, at Ta’ Farzina Housing Estate, in Qormi and is bounded on

the West by Triq id-Deheb Fin, and on the East and on the South

by a public passage. Flats numbered 1 to 6 are registered with the

Government as Tenements bearing numbers 73570 to 73575. This

block falls on Government property acquired by Deed No. 81/85

dated 8th March, 1985 in the acts of Notary F. Portelli and is shown

edged in red and marked “Block Y3” on plan P.D. 2011_792.

(25) The administration of a block, known as “Block

Y4”, consisting of six flats and including surrounding gardens and

passages leading to the block, at Ta’ Farzina Housing Estate, in

Qormi and is bounded on the North and on the West by a public

open space and on the East by Triq il-Ħelsien. Flats numbered

1 to 6 are registered with the Government as Tenements bearing

numbers 73576 to 73581. The whole block is shown edged in red

and marked “Block Y4” on plan P.D. 2011_784. (HAA 93/2012).

(26) The administration of a block, known as “Block

Y5”, consisting of six flats, of which two are being excluded from

the transfer as they were already transferred by a previous legal

notice, and including surrounding gardens and passages leading to

the block, at Ta’ Farzina Housing Estate, in Qormi and is bounded

on the North by Triq ir-Rebbiegħa, on the West by a public open

space and on the East by Triq il-Ħelsien. Flats numbered 1 and 2

are registered with the Government as Tenement No. 73582 and

73583 respectively and flats numbered 5 and 6 are registered with

the Government as Tenement No. 73586 and 73587 respectively .

(27) A block, known as “Block A”, consisting of

sixteen flats, of which seven are being excluded from the transfer

as they were already transferred by a previous legal notice, and

including surrounding gardens, at Għajn Kajjet, in Rabat, Malta

and is bounded on the North-West, on the North-East and on the

South-East by public open spaces. Flat numbered 4 is registered

with the Government as Tenement No. 66308, flats numbered 6

to 9 are registered with the Government as Tenements bearing

numbers 66310 to 66313, flat numbered 11 is registered with the

Government as Tenement No. 66315, flats numbered 13 and 14

are registered with the Government as Tenement No. 66317 and

66318 respectively and flat numbered 16 is registered with the

Government as Tenement No. 66320. The land where the block

is located falls on Government property formerly registered as

Tenement No. 80116 and is shown edged in red and marked “Block

A” on plan P.D. 2011_919. (HAA 63/2011).

(28) A block, known as “Block D Door 6”, consisting

of eight flats, of which four are being excluded from the transfer

as they were already transferred by a previous legal notice, and

including surrounding gardens, at Vjal il-Ħaddiem, Għajn Kajjet,

in Rabat, Malta and is bounded on the South-West, on the North-

East and on the North-West y a public passage. Flat numbered 2 is

registered with the Government as Tenement No. 67290 and flats

numbered 5 to 7 are registered with the Government as Tenements

bearing numbers 67293 to 67295. The land where the block is

located falls on Government property acquired by Deed No. 90/77

dated 13th of April, 1977 in the acts of Notary A. Grech and is

shown edged in red and marked “Block D Door 6” on plan P.D.

2011_921. (HAA 140/2011).

(29) A block, known as “Block E Door 2”, consisting

of eight flats, of which four are being excluded from the transfer

as they were already transferred by a previous legal notice, and

including surrounding gardens, at Vjal il-Ħaddiem, Għajn Kajjet,

in Rabat, Malta and is bounded on the South by a public road, on

the East by Block E Door 1, and on the North by Triq Edward J.

Nicholas. Flat numbered 1 is registered with the Government as

Tenement No. 67837 and flats numbered 5 to 7 are registered with

the Government as Tenements bearing numbers 67841 to 67843.

The land where the block is located falls on Government property

acquired by Deed No. 90/77 dated 13th of April, 1977 in the acts of

Notary A. Grech and is shown edged in red and marked “Block E

Door 2” on plan P.D. 2011_918. (HAA 141/2011).

(30) A block, known as “Block F Door 1”, consisting

of eight flats, of which four are being excluded from the transfer

as they were already transferred by a previous legal notice, and

including surrounding gardens, at Vjal il-Ħaddiem, Għajn Kajjet,

in Rabat, Malta and is bounded on the North by a public open

space, on the East by Triq Patri G. A. Bonelli and on the South by

Triq Edward J. Nicholas. Flats numbered 5 to 8 are registered with

the Government as Tenements bearing numbers 67833 to 67836

The land where the block is located falls on Government property

acquired by Deed No. 90/77 dated 13th of April, 1977 in the acts

of Notary A. Grech and is shown edged in red and marked “Block

F Door 1” on plan P.D. 2011_920. (HAA 142/2011).

(31) A block, known as Block No. 26, consisting of

eight flats, of which seven are being excluded from the transfer

as they were already transferred by a previous legal notice, five

garages and including surrounding gardens and passages leading to

the block at Triq il-Knisja, Paceville, in San Giljan and is bounded

on the North by Triq Gort, on the East by Triq il-Knisja and on the

South by Triq Salvu Privitera. Flat numbered 5 is registered with

the Government as Tenement No. 66384 and garages numbered

1 to 5 are registered with the Government as Tenements bearing

numbers 66374 to 66378. The land where the block is located falls

on Government property acquired by Deed No. 27/63 dated 7th

November, 1963 in the acts of Notary A. Attard and by Deed No.

80 dated 23rd September, 1972 in the acts of Notary A. Grech and

is shown edged in red on plan P.D. 2011_787. (HAA 186/2011).

(32) A block, known as “Block A” consisting of

sixteen flats, of which two are being excluded from the transfer

as they were already transferred by a previous legal notice, four

garages and including surrounding gardens and passages leading

to the block, at Triq Bertha K. Ilg, in San Giljan and is bounded

on the North by a public passage, on the West by Triq Bertha K.

Ilg and on the East by Triq Hans Stumme. Flats numbered 1 to 8

are registered with the Government as Tenements bearing numbers

66682 to 66689 and flats numbered 11 to 16 are registered with the

Government as Tenements bearing numbers 66692 to 66697 and

garages numbered 1 to 4 are registered with the Government as

Tenements bearing numbers 67719 to 67722. The land where the

block is located falls on Government property acquired by Deed

dated 11th September, 1964 in the acts of Notary Francis Micallef

and is shown edged in red and marked “Block A” on plan P.D.

(33) A block, known as “Block B” consisting of

sixteen flats, of which three are being excluded from the transfer

as they were already transferred by a previous legal notice, four

garages, a room and including surrounding gardens and passages

leading to the block, at Triq Bertha K. Ilg, in San Giljan and is

bounded on the North by a public open space, on the East by Triq

Bertha K. Ilg and on the West by Triq Jean Houel. Flat numbered

2 is registered with the Government as Tenement No. 66699, flat

numbered 4 is registered with the Government as Tenement No.

66701, flats numbered 6 to 16 are registered with the Government

as Tenements bearing numbers 66703 to 66713, garages numbered

1 and 2 are registered with the Government as Tenements bearing

numbers 67717 to 67718, garage 3 registered with the Government

as Tenement 68261 and garage 4 registered with the Government

as 69968 and the room is registered with the Government as

Tenement No. 72410. The land where the block is located falls

on Government property acquired by Deed dated 11th September,

1964 in the acts of Notary Francis Micallef and is shown edged

in red and marked “Block B” on plan P.D. 2011_811. (HAA

(34) A block, known as “Block C” consisting of

sixteen flats, four garages, a room and including surrounding

gardens and passages leading to the block, at Triq Bertha K. Ilg, in

San Giljan and is bounded on the North by a public open space, on

the East by Triq Bertha K. Ilg and on the West by Triq Jean Houel.

Flats 1 to 16 are registered with the Government as Tenements
