Local Councils Act (Substitution of Tenth Schedule)

Regulations, 2008

IN exercise of the powers conferred by articles 55 and 72(2) of the

Local Councils Act, hereinafter referred to as “the Act”, the Prime

Minister has made the following regulations>–

The title of these regulations is the Local Councils Act

(Substitution of Tenth Schedule) Regulations, 2008 and shall be deemed

to have come into force on the 31st March, 2008.

For the Tenth Schedule to the Act there shall be substituted

the following>–

“Tenth Schedule

(Article 55)

Financial Allocation to Councils

Monies appropriated for Local Councils in terms of Article 55 shall be allocated to each

Council as follows

where St is the total appropriation made by the Minister responsible for finance in terms of

(Gt + Vt + Kt + Rt + Bt + Bit + Wt + Mt + Lt + Nt + Tt + Xt + Slt + Bst + Grt + Rblt +

At);

is the total appropriation for the maintenance of Parks and Gardens of all localities

added together;

Gan, Gbn, are the four types of classifications of areas in the Parks and Gardens of locality;

are the four types of classifications of areas in the Parks and Gardens of all localities

added together;

is the total appropriation for the maintenance of soft areas or all localities added

together

is the area of soil for the soft areas of locality;

is the area of soil for the soft areas of all localities added together

is the number of trees in the soft areas of locality

is the number of trees in the soft areas of all localities added together;

is the total appropriation for the street sweeping and weed cutting or all localities

added together

are the road lengths for the four categories of urban roads of locality

are the road lengths for the four categories of urban roads of all localities added

together;

is the total appropriation for the refuse collection of all localities added together;

is the number of properties of locality;

is the number of properties of all localities added together;

is the total appropriation for the Bulky Refuse collection or all localities added

together

is the total appropriation for the use of Bring-in-Sites of all localities added together;

is the total appropriation for the use of Bins-on-Wheels of all localities added

together;

is the number of Bring-in-Sites of locality;

is the number of Bring-in-Sites of all localities added together;

is the total appropriation for the maintenance of road signs and markings of all

localities added together

are the road lengths for the three categories of urban roads of locality;

are the road lengths for the three categories of urban roads of all localities added

is the total appropriation for the maintenance or public conveniences or all localities

added together

is the number of urinals and WC's in the public conveniences or locality

is the number of urinals and WC's in the public conveniences of all localities added

is the total appropriation for the cleaning of roads in the non-urban zone of all

is the total appropriation for the maintenance of roads of all localities added together

is the total appropriation for the cleaning of beaches and coastal areas of all localities

are the areas for the four categories or' beaches and coastal areas of locality;

are the areas for the four categories of beaches and coastal areas of all localities

added together;

is the total appropriation for new street lamps and the maintenance of existing

street lamps of all localities added together;

is the number of existing street lamps or locality

is the number of existing street lamps of all localities added together;

is the total appropriation for the maintenance of bus shelters of all localities

added together;

is the number of bus shelters of locality;

is the number of bus shelters of all localities added together

is the total appropriation for all Local Councils collecting Government Property

rents;

is the number or Government Property rents paid in one calendar year in

locality;

is the number of Government Property rents paid in one calendar year in all

localities added together;

is the total appropriation for all Local Councils having Regional and Branch

Libraries;

is the Regional Library or locality;

is the number of Regional libraries of all localities added together;

is the Branch Library of locality;

is the number of Branch Libraries of all localities added together

is the total appropriation for the administration costs of all localities added

together

is the number of councilors forming part of the Council of locality;

is the number of councillors forming part of the Council of all localities added

together in Malta and Gozo.".
