Regulations, 1997

IN exercise o f the powers conferred by sections 84 and 87 of the

Prevention of Disease Ordinance. the Minister of Agriculture and

Fisheries, on the advice oftheCouocii of Health. has made the following

regu lations: -

I. These regulations may be cited as the Poultry Chicks and 0000n.

Hatching Eggs (Imponation) Regulations, 1997,

" Director" means the Director responsible for the Veterinary

Service and indudes any officer of the department duly au th orised

by the Director to act on his behal f;

"hatching eggs" means eggs which are intended to be used

fOl" hatching which have been laid by poultry

"poultry- means fowl. tu rkeys. geese. ducks, guinea fowls,

domestic and racing pigeons. quails. pheasants and partridges;

"poultry chick" means the young offspri ng o f poUltry being

under three days old and weighing under 185 grams and that has

not been fed.

(I ) Any person who intends to import hatching eggs and

poultry c hicks into Malta shall, not later than 24 hours before the

proposed time of import, give to the Director a wrillen notice in the

form SCI out in lhe Second Schedule 10 these regulations ,

(2) The Director may. at his discretion, acce pt such shoner

notice as he may deem reasonable.

(3) The Director may also order that the quantity of hatehing

eggs and poultry chieks to be imponed shall be limited to such number

as he may determine after taking inlo account the capacity of the

importer' s hatchery or breeding stock farm .

(4) The importer may import a smatter quantity than that

sllown in the notice mentioned in paragraph (5) of the First Schedule 10

these regulations.

(3) Unmarked hatching eggs may be accepted if these 3Rl packed in perfectly

clean packs sealed wi th a tamper-proof label. The label s hall be marked using indeli ble

black ink in figures at leasl lwenty (20) millimc:tres high and ten ( 10) mi1limetres wide

and m u.~t contain the following information:-

(a)

the nu mber of hatching eggs;

(b)

the species;

the registration number of the e~ l abl ish ment of origin

Ihe name and address o(the establishment

ee)

the dale of packing.

The packs used for the Ir<lIlSpon of chicks must conlain chicks of the same

species. category and type of poul try produced by the same hatchery. Each pac k must

be mari:ed wi th the follo wing information:-

(a)

the species

(b)

the country of origin;

ee)

the name and address o( supplier.

(5) Each consignment o f hatching eggs or ch icks shall be accom panied by an

impon licence and a document showing at least the following details:-

name and add ress of e.~tab lisment

nu mber of eggs or chicks sent.classi lied by species , category and type

name and address of consignee.

A copy of this document shall be consigned to the Director on arrival. The

number o f chicks and eggs to be imported shalt be l imited to hatcheryibreedi ng stock

rann capacity.

(6) Each consignment of hatching eggs or c hicks shalt be: accompanied by an

international 1.oosanitary ccnirrcale contai ning the followi ng infommtion.and any other

information or as~u ranccs listed by th e Veterinary Services.

farm of origin hIlS been free from Fowl Chol era,

Mycoplasmosis and Salmonellosis durin g the 90 days prior to export .

no outbreaks of Newcastle Disease and Fowl Plague has been

confirmed in poultry at the fann o f origin or within a radius of 10

kilometres during the six months prior to export.

(c)

eggs have been disinfected according to O .l.E . procedures.

(d) parent stoc k is vaccinated using a vaccination programme

approved by the veterinary authori ties of the country of origin.
