Governmen t Insta nt Lotter ies Regulations, 1995

IN ex.ereise of the powers conferred by sections 3 and 4 of the

Govemment Lotteries Act, the Minister o f Finance has made the

following regulations:-

These regulat ions may be cited as the Govern ment Instant

Lotteries Regulations, 1995.

In these regu lations. unless the contex.t otherwise requires:-

"agent" means a perSon who is authorised by the Director to

sell ti ckets of the Government Instant Lotteries;

" Department" means the Department of Public Lotto;

" Director" means the Director (Lotteries) and to the ex.tent of

the au thority give n , includes any office r o f the Department

authorised by the Di rector in that behalf for any purpose of these

regulations;

"game" means a Government Instan t Lottery;

" Minister" means the Minister responsible for finance and

includes, to the ex.tent oflhe authority given,any person authorised

by the Minister in that behalf for any purpose of th ese regulations;

"staker" means the person in possession o f a valid ticket

panicipati ng in the Government Instant Lotteries

"ticket" means the ticket printed for the purpose and bearing

th e following infonnation

<a) a tic ket registration number which is covered and

overprinted "void if removed", and wh ich enables the Director

to identify winnin g tickets panicipating in the game, and

(b)

the stake paid for the ticket;

""ticket number" means the number on eac h ticket which is

cove ml and which val idates the ticket.

The object of a staker is to purchase an instant lottery ticket Wortinp of

itselfand finding three or more matching spots indicating the prize won.

(1) These regulations and conditions shall apply and shall Condili __

be binding on all stakers as soon as payment of the relative stake is

made.

(2) A copy of these regulations shall be available for public

viewing at the Department.

itself, provided that the price of each ticket shall be of not less than 25

cents and not more than Lml.

(2) T he tickets participating in the games shall only be those

put up for sale by the Department.

(3) Any ticket that is altered, misprinted, incomplete,

mutilated, defaced, defective, illegible or stolen,or if any portion of the

numbers in the panels is tampered with, or if the ticket is defective in

any other manner, it may be judged void at the complete discretion of

the Director, whose decision is final and therefore cannot be contested.

(4) The covering on the "Void if Removed" panel must be

intact upon presentation of the ticket for validation unless otherwise

determined by the Director.

(5) Liability, if any, for a ticket declared void is limited to

replacement of ticket.

(6) Winning tickets must pass all additional confidential

validation tests of the Department.

(1) The commission rates on sale of tickets to age.nts by the ~;::'io<Imes

Department shall be of ten per rentum of the value of each ticket.

(2) The M inister may authorize the Director to pay a bonus

or bonuses to agen ts as and when required.

The Prize Fund shall consist of not less than fifty per centum Alloc:aOOn of

of the amount made up of the selling value less commission of one

million ti ckets. Such Prize Fund is to be made up of various prizes

depending on the StructUTC of the game.

The right of claiming winnings shall be barred by the lapse of

one year from thedateofsale by the Depanmentto its agents oflhe last

ticket of a batch of one million tickets. and a claim so barred shall not

be entenained by the Director

Proyided that if the last day ofa claim period falls on a Sunday

or public holiday. the peri od s ha ll be ex tended until the first

following working day .

Payment is made by the Depanmenlto the holde r of a valid

winning tic ke t on presentation of such ticket. Such payment shall

absolU!ely discharge the Depanmem of all its obligations.

10, ( I) All moneys received from the sale of tickets under these

regulations s hall be paid into the Treas ury and shall be credited 10 a n

account 10 be kept in that Department to be styled " Instant Lotteries

Fund".

(2) 1bere shal l be paid out of the Instant Lotteries Fund.

regulations. the prizes incorporated in the prize fund, the expense of

administrntion and all other c harges connected therewith; and the balance

s hall be directed to pursue in a hu manitarian and meritorious way

objectives of a social and civic nature as may bcdirected by the Min ister

after consultation with an Advi sory Board appointed by him for the

It , (I) The D irector may receive applications in such fonn as

he may from time to lime determine fro m persons desiring to be

appointed as an agent for the purpose of selling tickets in the games

conducted by the Department under th ese regulations.

(2) The Director shall consider such applicati on and may

accept or reject such application without being liable to give any reason

therefor.

(3 ) 1be Director may im pose any conditions o n the agents

deemed necessary from time to time.
