Census Order, 1995

IN uercisc of the powen eonferred by section 3 of the Census

ACI, the Prime Minister has made the following order

I. This order may be cited as the Census Order, 1995.

1, For the purpose of this order

"household" means one person living alone Of two or more

persons livi ng together and sharing food and the essentials for

living;

- midnight ending the census day" means midnight of the

26th November. 1995;

"person" means any Maltese citil.en ordinarily resident in

Mal ta and any foreigner who on the midnight ending the census

day shall have been ordinarily resident in Malta for a period of

more than twelve months;

- reference person-, in relation 10 a household consisting of

two Of more persons. means -

either the husband or lhe wife of a legally manied

(a)

couple living in the household;

(b) either spouse in the absence of the othe r spouse,

due to hislher death, separation, imprisonment or inca pacity

(cl either partner of a consensual union living in the

household;

(d) the parcnt. where a single pa!'ent li\'cs with hlsIher

never-married children of tiny age,

(e) where none of the above condllions apply, the

most adult member of the householJ irrespective of his/hcr

material contribution to the household's upkeep and

maintenance;

in special circumstances such person as in the

opinion of the Census Officer. is the reference person.

(d)

A census in Malta with reference to population (including

employment) and bousing shall be taken on the 26th November. 1995.

Infonnation for the purpose of the census shall be collected

and furnished with respect to:-

(a) al\ persons wbo at midnight ending the census day, are

alive and present or. though absen t. are Ordinarily reside nt

(i) at any place on land within the territory of Malta

(ii) on any ship or other vessel lying moored or

anchored within any of the ports of Malta and on any ship or

vessel registered in Malta which is at that time engaged in

any coastwise or fi shing voyage: and

all housi ng accommodation, facilities and amenities in

The information for the purpose of the census shall be given Pa __ ....,

the First Schedule to this order by the persons mentioned opposite each

such class in the second column of that Schedule. Such persons shall

also give the infonnation forthe purpose of the census relating to housing

accommodation occupied or held in tenancy by thei r households or

existing within their institution.ship or vessel.as the case may be. With

regard to vacant housing accommodation . the infonnation for the

purpose of the census shall be given by such persons as in the opinion

of the Census Officer can give the requisite information

Provided that any person present ar midnight endi ng the census

day on the premises specified in paragraphs 2 and 3 of the first column

ofme First Schedule to this order may elect in such manner as is provided

by the Census Regulations, 1995. to furnish the census infonnation

personall y. and in that case the persons mentioned in paragraphs 2 and

3 of the second column of the First Schedule to this order shall furnish

onl y the information set out in paragraph I (a).(b) and (c) of the Second

Schedule hereto.

The paniculars that may be req uired to be stated in the case of P.rucua..lObr

persons with respect to whom information is to be given. shall be those - .

specified in Pan I of the Second Schedule heretO. and in the case of

housing accommodation shall be those specified in Pan U of the Second

Schedule hereto

Provided that the paniculars that may be required in respect

of persons who arc members of religious conventuai communities shall

be only those specified in paragraphs 1,2. 3 and 5 of Pan I of the

Second Schedule of lhis order and that no particulars shaJl be required

in respect of the accommodation occupied by such persons wi thin the

premises of their religious conventual community .

In respect of every person aged 16 years or more -

the number of hours worked per week;

what is his/her current occupation

the address of his or her place o f work;

his/her gross income which hc/she usually rece ives each month from all

sources

(viii)

means of Inlnspon to place of work or study ;

(ix)

whether a smoker or non -smoker;

(x)

whether a drinl.;er or non-drinker.

In respect of every dwelling occupied by one or more households, stating -

(a) the address and type of dwelling;

(b) the number of households accommodated in the dwelling, total number of

pel1ions residing therein. and total number of rooms in the dwelling.

In respect of each household in the dwelling, stating

(a) the number of persons fonning the household ;

(b)

the number and classification of rooms;

(c)

whethe r an y member of the household rents, crowns the dwelling where the

household lives , and the amount of rent paid

whclher the household lives regularly or occupies temporaril y the

(e) what kind of equipment is used for cooking

what kind of equipment/amenities are available

what type of sewage disposal system is available
