IN exercise ohhc powers (:(Inferred by sections 37(3) and 72 of the

Local Councils Act, 1993, the Prime Minister ha made the following

regulations

Local Councils on international associations of local government

( I) Each Councillor who intends to contest the el«tion for

the ElICClltive Committee &hall be nominated by means of a form as

Cltablished id the Fil$t Schedule to these regulations. The nomination

form IOc:ompleted &hall be banded in personally by the candidate 10 one

of the Commissionel$lt the Electoral Office on the dales and during the

time established by the Commission for that purpose.

(2) Each nomination shall be made to the Ele<:toral

Commission and shall be signed by a prt)pO$U who shall be a Couocillor

from the candidate's own locali ty and by twO seconders who shall be

Councillors from two I0(8.Lilies Olher than Ihat of the candidate. 11Ic

candidate shall alJo signify his aceept.nce.

(8) Voters shall deposit their ballot papers in an envdope

provided by the Commission. The envelope shall be sealed by the voter

envelopes 10 the Electoral Commission.

(9) "The counting of VOles shall st.n .. soon as all tbe sealed

(10) The rc:suIts of the: elections shan be immediately

(11) Except as otherwise provided by these reguJaDons the

election shall be conducted by the Eleaoral Commission according to

the provisions of subsection (2) of section 8 oftbe Act as applicable in

(I) The LoeaI Councils Association shall be represented in

cz_ the Congreu tsllblishcd by the Council of Europe.

(2) "!be MinistCT shall appoint the delegation to the

Coogess, composed of representatives and their substitutes from

among the memben of the Executive Committee of the Association.

In appointing the represenullives and their substitutes,

thc Minister .haIl ensure that as far as possible regard shall be had 10

(a) a balanced geographical representation ;

(b) equitable rcprac:nlation of the various political fOl'CCll ;

(c) equitable representation of women and men ,
