Fen (Handy ...... Service) R~ulatlons, 1994

IN exercise of the powers conferred by section 2 of tbe Fees

Ordinance , the Minister for Home Affairs and Social Development,

with the concurrence of the Minister of Finance, has made tbe following

regulations: -

I. ( I ) The$e regulations may be cited as the Fees (Handyman

Service ) RCgIIlations. 1994.

(2) These ~gulalions shall come into force on the IsI

(I) The fees spc<:ificd in the second column of the Schcdu~

10 these regulations shall be: payable to the Director General (Social and

Family Affairs) by elderly persons who have not paMed the means lest

as provided in Pan I II of the Second Schedule 10 the Social Se.:urily Act ,

herdnaftcr in thcse regulations referred to as Mlhe means ICS1 ~. and by

disabled persons who are not registered as such and who do nol po:5$e$$

• Special Identity Card issued by the National Commission fOJ"Disabled

Persons , in respect of the services of a hand yman specified in the first

column of the same Schedule.

(2) The Director Gene ral (Social and Family Affairs) shall

tTllnsfer all funds aocumulated from the collection o f fees as specified in

the second column o f the Sehedu le 10 these regulatio ns 10 the Welfa re

Commi ttee established by !;C(tion 130 of the Social Security Act .

(3) The pcrwns mentioned in paragaph <I) of this

regulation who $lItisfy the means test shall be exempt from the

provisions of lhe said paTllgaph.

The Directo r General (Social and Family Affairs) shall pro vide

lhe handyman service without cha rge to the following perwns:-

(a) persons who have passed the means IQt and who al the

same time are pensione rs by reason oflheir having reached the age

of l iJty yean , and preferentt Shall be given to such pcrwns who are

very elderly and who Jive on Iheir own ; and

(b) pefSOflS who are registered as disabled pcrwns and who

have a Spccial ldentily Card issued by the National Commission for

Disabled Persons, and who live on Iheir own

Pro~idcd that the $a id Director General may , if he is satisfied

with the circum sta nccs of tile case, pro~ide t he same services

without charge: to the persons mentioned in this paragraph who,

although not li~ing on their own , do not ha~e any other person

livin. with them in the same residencc who is able to render such a

servlCC.
