Mini$ter h3$ established tbe following dales as the dales on which the

(e). (0. (g), (i), (I), (m) and (0) o f section 33; and

later than three yean aftcr the dales referred 10 in pamgrnpb (b)

hereof (in rela tion 10 the functio ns specified in the relative part of

section 33 re fcrred 10 in paragraph (b) hereof) in rupeel of sections

39 10 42 of the Slid Act, being the dale o n which Ib al council sha ll

have in accordance wilh the provisions ohection 39 oft bc said Act

exposed the re lative function to competition.
