IN exercise o f the powers conferred by section J90f the Enemaltl

Act , Enemlllta, with the appronl of the Ministe r for doe Environment

has made the following ~Rulations:-

(1) TheK regulations may be cited lIIO the Electricity Su ppl y CI

(Amendment) (No. 2) Regulalions , 1993 and shall be read and

~trued as One with the Electricity Supply Regulaliotu, 19)9,

hereinafter rcfferred 10 as - the principal regulaliom M.

Regulation 4 of the principal rcgutations shall be amcnded as

fol~ :-

<a) A conn«tion fee of lmSO per se rvice is to be made

a connection fee of Lml50 for each 3 phase wpply up to 60

Amp provided that tile service re'lll cs\ed (metering poin!) is

not beyond 150 metre. from the neare5\ suitable low tension

source of supply. Single Phase supplies will be limit ed 10 a

maximum of 30 Amps.

(b) Where the lOUle lensth i$ beyond 150 metres,

(a) Where the capacit y of supply requested by an

applicant necessitat es ill tran$form~r <:e n1T~ or th~ building of a

substation, the applicant will have to bear 'h~ full OOfilof lhe

The land, buildi ng of the wbstation and the ~quipm~nt th~ re in

will become the property of the Corporation after it is

energized and a~ will be required at all times for the

Corporation·s pe~n ncl. oontracton and equipment. Where

a transformer centre or a substation is u~d excJusiY~ly by the

applicant, the met~ ring equipment shall be installed on th e

high yoltage side. The Corporat ion will fully mainlain lhe

transformer cenlre or subslation. In C&$C olher consume rs

iocluding the Corporalion . will require 10 share from the

Iransformer ce ntre or substation . Ihese will have locontribute

and refund to the original applicanl al lbe rate of Lm8 per

KVA . Th is provision will rontinue 10 apply for up 10 10 years

from date of the rommissionin 6 of lhe transforme r centre or

substation. The applican t who finance$ tile whole or pan of a

new substation or Iransfonner centre will have 10 allow

(S ) fa) Applications for the issuing of a Wire man

licence Yiall be made to the Chairman. n.e application shall

examinalion, I birth certificate from the Public Registry and

lestimonials rclating 10 practical uperience in electrical

inslallalion, signed by licensed persons under whom the

experience was alla ined .

(b) The Electricity LXensing Board shalt romidcr

each application and decide whether the practical experience

offered is of an a(\equate level.

(6) TIM: Chairman may , on recommendation of the

Electricity LiceTUing Board, exempt an appLicant from SlICI!

cXllminations aT parllhcrcof. if the Electricity Uc:ensing Board i,

from the examination or I part thereof. A fee of Lm5 shall be paid

6. Regulation 17 orthc principal regulations shall be amended iI$

follow.; -

(a) for paragraph (I) thereof there shall be substituted the

subparagraph$ (al to (j) shall be added to the new paragraph (I)

(m) In the case where a consumer's use of electricity is

deemed to be detrimental to the se rvice rendered by the

Corporation to othcrconsumen. the former consumer wi ll be

requ ired 10 install at his upense the necessary corrective/

protective e'luipment on his pre mises. Such cases include but

arc not limited to fluctuations of voltage and generation of

harmonics. M; and

(el fo r paragraphs (3), (4) and (5) thereof. there shall be

subslituted Ihe following:-

M(2) Any consumer's install ation which complies with

the provisions of Ihe I.E.E. Regulat ions shall be deemed 10

fulfill the provisions of these regulation •.

(3) The Chairman may require compliance with any of

the provisions of the I.E .E. Regulations before an instanalion

is connected 10 the system.".

7. For regulations 18 to 25 of Ihe pri ncipal regu lations there shall

be substitu ted the following: -

"18. Tests on completion of an installation must be made by

the licensed electrician, who must also submit signed and stamped

test resut!s with the application for the electricity supply.

Test results are to be enlered on the appropriate form

which is provided with the application for service. These results

together with schematic and wiring layout drawings of the

installation are to be submitted wilh the application for the service.

The diagrams are 10 indude the type and composition of circuits

and the means and location of protection and isolation.

The design of an installation rated atJOOAmpspcr phase

and over and the test on completion must in addition be cenified by

a professional electrical engineer.

Encmalla will examillC the applicant's fonn and tesl

cenificates. If these are found acceptable. the service will be

provided to Ihe applicant.

If the tes! certificates fail to satisfy Enem alta. these will

be refcrred back to the applicant and a fee of Lm5 is charged,

(a) Installations duly connected to the system shall be

liable to test by Enemalta al any time and if Ihey do not

confonn to any of the requirements of these reglllations the

suppl y of eleclricity may be slIspended until the required

alterations and repairs to conform to those req uiremenlS have

been carried out.

(b) If an installat ion after being tested by Enemalta is

found 10 be faulty andlor not in accordance with the wiring

diagram submitted with the application fonn , the licensed

clecnician will be given ~ ",rinen warning in the first instance.

The !lame licensed electrician shall have his licence revoked if

ever a second defective installatioo which he has ce"ifted. is

10. For regulation f/) of the principal regulations there shall be

11. The proviso to regulation 73 of the pri ncipal regulations shall

shall be substituted the following:-

13. FOI" regulation 79A of the principal regulations there shall be

substituted the following:-
