Guldrilnes on tbf Work and Administration

of Scltool Councils

I. THE COUNCIL

1. 1. The Council shall meet in the !;C1too1 onU"' a mont h on a date and at a time

1.2. If tile members agree. and the need is felt, the Cou ncil may meet more than

once a month but such meetings shall be considered as Clltraordin ary meelings, or

meeti ngs intended 10 continue a discussion which hod been staned during the monthly

meeting.

1.3. There ~hall be an agenda for each Council meeting. Such agenda. togelhet

wit h the date and time of the ne~t Council meeting, is 10 be commun icated 10 the

members by Ihe Sccrelaryffreasurcr.

1.4. Two Council mem beR. besid~ the President and the Secretaryrrrusurer,

will form a quorum .

1.6. The decisions of the COllool shall be reached, as far as possible, by

2. COUNCIL MEMBERS

2.1. If. for any reason. Ihe President is absent from a Council meeting. a

President can be provisionally elected for 1ha1 mee ting from among the members

Treasurer.

2.2. If a Couoci' member resigns from the Council. Ihis should be communicatw

in writing to the Council ~idenl. The Secrelaryffrcasurc r shall, as soon as possible,

3.8. The .... esident shall collaborate with the HeadIH eads of 5Chool and other

Heads if it be the case, in orde rto implement Counci l decisioll$, decide on the needs of

th e SChool or 5Choo ls administered by them , examine. control and verify the accounlS

books, bills and expenditure of the Council. 5tudy new projeds that the Council migh t

embark upon as well as new methods that would help Ihe Council function better

(alwl)'$ according to the terotS of the relevant article5 of the Ed ucation Act).

3.9. All Council correspondence must have prior approval of the Council. Such

correspondence shall always carry the same signature in order to eli minate confusion.

3. 10. The Council President is to have access 10 the Min iste r of Education. the

Di rectorof Education , or any officials in the MiniMryor the Depa"mentof Education

nominated by Ihe Minister for this cnd , in order to di5Cu$$ any problem or iss ue

conce rni ng the 5Chool or the Council .

4. 1. The Secrelaryrrreasurer shall keep the mi nutes, correspondence and

5. COUNCIL ACTIVITY

A.

Administration of Funds and Asseu

5.1. Onc of the aimsof the School Council is to administer the funds and aueu of

the .5I:hool .

The IiChool funds could be:-

Depart ment of Education

(iil other funds that the Council mighl acquire from other sources or

5.3. The Council shall first and foremost be awue of the available funds and

of the school except with the permission of the Depanmenl of Education .

5.7. The School Council may requat tile Minister of Education 10 certi fy to the

Minister of Finance theeduanional use of imported articles (o{such particular 5(:1\001,

so that these may be exempted from the payment of duty.

5.8. The Council is permined to organize an annual :;ale of articles made of

materials,paid for from Council Funds. and made by the students at school. Thisshould

serve both as an extension of tile education provided by the school as well u to increase

school funds.

5.9. The Council may organize activities. sucll as concerts or dramatic, musiclll or

literary wirees or an y ot ller form of cntenai nment witll the participation of the

students, and for whicllthe audience may be asked an entranoefeeordonation . In such

cases the prior permission of tile Ministerof Education has to besough t.

5.10. All correspondence. receipts and accounts of income. expenditure and

Council funds are to be kept for the Council by the Secretaryrrreasurer. Whilst tllese

might be inspected by Education D<:panment officials nominated by tile Minister of

Edu(":;ltion, it would be appropriate for the Council to nominate two audi tors nch year

from amoog tbe schoolteachers and tile parents or students in order to examine the

accounts and cenify their correctness.

6. COUNCIL ACTIVITY

7.2. It would be appropriate if lheSchool Council " 'ere 10 identify which local, Or

national , organizations, excludi ng political ones, would be dispo$I!d 10 help in Ihe

funher advancement oflhe Council in its activities and those of the sc hool.

7.3. The Council may, on the advM:e of (lr through the Head of school. invi te

these: organizations to organize an educational activity among the Sfudents ruch lI5the

delivery of an educationBltalk to swdems , or the invitation of the ilChool to. cultural

evening , or the organiullion of a cultural andlor educational competition.

7.4. 1bc Council can help local cultural organizations by lending or renting them

the school for any of their activities which the Council considen to be culturally

enriching to the people of that locality.

7.5. The Council may. on the advice or suggestion of Ihc Head of school. enter

into contact and relations with local factories and enterprises so that these may give

their contribution towards lhe education, vocational training and co-opera tion between

the school and the enterprise.

E. The Council and the Running of the School

1. It is the duty ofthe Council to be lware of the scmcesoffered by the scllool

and what amenilin are available 10 perform these services.

9,2. Th e Council may discuss the curriculum and the educational services offered

by the school. without interfering in individual student or teacher cases, itS well as in

mattcrs of classification of students or otber mallers that ran under the discipline or

leaching of the school academic staff. It can, however, make suggestions to Ihe

Ikpartme nt of Education regarding ch anges or additions 10 Ihe curriculum.

9.3. The Counci l is in duly bound 10 alert the Minister of Education. or any

official II()minatcd by him , to any short<,:Omings nisling in the school, or any other

malleTS re lated 10 the school. The Min ister of Education, or the officialoominaled by

him. shOUld acknowledge the Council m::ommendations and oommunicate 10 the

CoullCil any action deemed fit.

COUNC IL ACTIVITY: F. The Council and the School Environment

10.1 . The CoullCi lshaU also consider imrpoving the physical, cultural, aesthetic

and moral aspects of ttle school alld of the sl.lrrou nding environment.

10.2. "The Council shall also discuss and monitor any envi ronmental problems

1.5. Should it result. from the stock-taking exercise . ,hatl he inventory is out of

Regulations) shall be followed. Inventories shall only be considered out of dote after an

inspcet ion by the Director Gene ral of Education or his authori$Cd representative.

1.6. All items acquired hy the school, irrespective of the method of acquisition

($UCh like a purehll5<'. donalion. lransfer. elc) are 10 be laken on charge on the school

inventory. Adequate substantiating documents for all such enlriu are to be kept easily

available for inspection as and when may be required.

1.7. A ll inventory reoords . including neee<sary supporting documents aboul

each ilem. are to be avai lable for scrutiny al all times by the Director of Audit or his

represent ative .

1.8. In the case of items which had not been acqui red through the Education

Department, such acqui sitions should be reponed 10 the Director General of

Education in order to ensure that a corresJXIndi ng entry is made in Ihe main invento ry

kept at Head OffICe (vide Inventory Regulations5.1). The method of acquisitions. too.

has to be clearly indicated. [n the case of donations to the school this soould be

regulated according 10 paragraph 11 oflhe regulations.

1.9. When a particular item in the inventory isCOfl$idered by the HeadofSchool

10 have become unserviceable Of obsolete. he shall notify this fllCl to the Director

General of Education and thereafter. he shall ask the Council during the following

monthly meeting for authorisation to destroy or otherwise dispose of the item . The

Council decision authorisingluch destruction or disposal shall be minuted and notified

to the Director General of Education. Skould no oounte r-order be received from the

Dirct:tor General within ten days, such item shal l be demoyed or otherwise disposed

of. An appropriate transfer nOle shallthere uJXIn be ente red in the inventory.

2.1. Tlie School Council shall receive annually fmm the Di rector General of

Bank Account. The only prevailing exception refel1i to Imprest funds receiv<=d

fro m th e Department of Education for ordinary maintenance of the school. These

fund5 are deposiled in Ihe Council's Bank Accoun t for security purp0se5only and

acrounled for as public fu nds .
