IN exercise o f the: powers confe rred by section 4 of tbe Governmen t

Lott eries Act , the M inister of Fin aoa: has made the following

regutations:-

I. (1) These regulations ma y be cited as the Government

Lotteries (Grand Lon c ry) Regulation s, 1991 .

(2) These regul ations shall come in to force on the 1st Ju ly.

1991.

A. Grand Lotttry

L.m6O,OOO shall be allotted to each of the two (2) possible

winning tickets having all fiye (5) digits corresponding 10,

and in Ihe same order of, the five (5) digits forming the win-

ningnumber.

winning tickets having the seoond, third , fourth and fifth

digits oorresponding to , and in the same order or, the second ,

third , fourth and fifth digits of the winning number .

In addition, if Malta is declared by lheorganisertofthe Euro-

pean Lottery to be the winnerof the European Prize. all such

p.u:e shall he distribuled in equal proportions to the holder.;

In these regulations. un less the context otherwise requircs -

mea ns the Board appointed under regulation 10 of

~ Director" means the Director of Public Lotto and 10 the

extent of the authority given, includes any orrice r of the

Depanment. authorized by the Director in Ihal behaU for any

" publi c offi cer" has the same meaning as is assign ed 10 it by the

Constitution.

J. (I) A LoUery draw. known I S the Grand LoUery. shall be

held . unlessothe rwiscdirected by lhe Ministe r , on the second Sunday of

Fe bruary. April. J une. August. OcIobe r and Decembe r at 12.00 noon .

(3) Notwithstanding the provisions of paragraphs (I) and (2)

'The draw of the Grnnd LQllery shall be conducted by the

Board. However, the draw orthe Grand Lottery wh ich is combined 10

the European LQttery shal l be conducted by the organisers of the

European LQttery.

All tickets sha ll be numbered from C))))) to 99999.

(2) For the Grand LOl!cry there shall be put up for sale two

(3) For the European LQttery combined to the Malta Grand

LQuery there shall be put up for sa le five (5) sets of tickets numbered as

stated in paragraph (1) hereof.

(4) All tickets put up for sale. whether sold or unsold. shall

panicipale in I Ionery and any prizes won by unsold tickets sha ll be

forfeit ied

Provided thut , if Malta is dc:clared by Ihe organisers of the

E uropean Lotlery to be the winner oflhe European Loncry Prize,

all this latte r Europea n Prize shall be dislributed in equal

proponiOllS 10 Ihe holders o f the Fi rst Prize liekets sold only.

All sale oflic1r.elSshall cease at a time and date prior to the lime

o f the draw to be notified by the Minister in the Gazene.

7, ( I) Tickets sha ll be purchased from the Director and shall be

paid for on purchase.

(2) The price o f a G rand Lottery lieke t shall be two Maltese

Liri (Lm2). Sellers and agents shall bowever pay 10 the Director one

Maltese Lira eighty cents (Lml .8Oc) for each Grand Lottery lickc:l. The

Director shall issue a refund by means o f a credit Il()te for each whole

sheet o f G rand Lottery tickets returned to him by the seller andlor a~nl

not late r than the day and lime prio rtothedraw as fixed by the DirC:ClOr.

(3) The price of a ticket which is sold outside Malta shall be

expressed in foreign currency by the Director who shall also lake into

account in such price: an amoun t 10 cover mailing expenses, bank

charges and other incidental expe nses.

The Minister may authorise the Director to pay a bonus or

bonuses to the se lle rs andlor age nts as and whe n required.

( I) 11lcre shall be constituted a Board, composcd o f the

Di rector or IUs representative as OIainuan. a representative of the

DirectOfof Audit, a representative of the Acoounlant Gene ral and such

other members as the Min ister may from lime to time appoint.

(2) The Board $hall perform such duties as are specified in

these regulations and such othe r duties as may be assigned 10 them by

the DireclOr in connection with the supervision o f the 100tery.

(3) Three members of the Board, of whom o ne mUSl be the

Director o r his representat ive. shall form a quorom of the Board.

(4)

Each membe r of the Board shall have onc vOle bUI in the

case of an equality of votes the ClIairman shall also have a casting vote.

The Board shall meet during the draw and on such othcr dates

and lime: as the Director shall determine. During the European Lottery

combined 10 the Malta Grand Loltery draw the presence of the Board

shall 1101 be required.

11. Before every draw the Dire<:tor shall deliver to tbe Board, for

examination: -

( 1) The Se~retary for Gozo Affain; shall represent and act

fo r the Director in Gozo in any maller conne<:ted with the 101lery.

(2) The Secretary for Go~o Affain; shall transmit 10 the

Directo r within su~h time and in su~h manner as th e laller may require.

(3) The Secretary for Gozo Affairs shall keep tickets and

counterfoils in a stron g room under his custody.

The Board shall be responsible for the safekeeping of all

counterfoils deli~ered to it by the Director under regulation 12 of these

regulations until one wee k afte r the expiry of the validi ty period of the

ti~kets of each lo n ery draw .

l!'l. The draw of the Gra nd Lottery shall De held publicly at the

offi~e o f the Di rector. or at such o the r pla~e as may from time totime be

appointed for the purpose by the Minister in the presence of the Board

and o f any member of th e public present at the time . However, as

specified in regulation 4. the drawofthe Grand Loueryoombined tothe

Europen Lottery shall be held o n such date , time and at such place

appointcd by th e Body organ ising the European Lolle ry. in which case

the presence of the Board is not required.

Ifi. (1) The right of claiming prizes lapses after fifty (50)

working days from theday of draw provided that the Minister may I t his

absolute discretion authorise the payrmnt o f a prize o r part thereof if

the winning ticke t is prese nted afte r the lapse of the claim period.

(2) If a winner is unable 10 presen t the ticket within the period

stipulated o f 50 working days, the relevant prize may be paid 10 the

person whose name appean on the respective stub de tached from the

ticket and deposited at the department prior to the draw.

(I) The winning tickel5 and the relative payme nt vouchers

shall be kepI under the responsibility oIlhe Director of Audil.

(2) Where, howeve r, a ticket is exhibited in a Court of Law, ' Dire<tO< 0(

Ihe Registrar of that Court shall be responsible for its custody.

The Govemmenl Loneries Regulations. 1981 , llIl: hereby

revoked.

Every winning made under the Govemment Lotteries

Regulations , 1981, prior to the date of commencement of these

regulations shall still be regulated by t1'lc aforesaid Government

LoI:te rics Regulations. 1981.
