IN exercise o f Ihe JXlwers conferred by section 37 orl he Te lc m ~lta

Corporatlon Act. 1975. the Board with the approval of the Mini ster

for Development of Infrastructure and with Ihe concurrence of the

Minister of Fi nance, has made the following regulaliollS:-

I. ( I) These regula tio ns may be cited as Ihe Telephon e Service

(Ame ndmell1) Regulations. 1991. a nd sllllll be rc;td and co nst rued as

one with the Teleph.one Se rvice Regula tions. 1972. hereinafter referred

10 as "the principal regulations",

(2) Regulation 3 of these regulation s shall be deemed to

have come into force o n 1st October, 1990.

Regulation 2 of the princi pal regulations shall be amended as

follows:-

(a)

immediately after the defin ition o f w bitls~ 01" -bits per

sewnd ~, there shall be inserted the following defi nition

~ "call forwarding" means call transfer from one phone

to anothe r:~

(b) immediately after the de finition o f Mcall office~, there

shall be inserted the followi ng definition

shall be inserted the followi ng definition

- "conference call" means si mu ltaneous conversation

between three persons;-; and

if a subscriber does not dial a telephone numbe r with in a few

For regulations 3 to 17 of the principal regulations there sha ll

respect of every telephone. tele:t and telefu line

(a) he shall nOI ma ke such entry if he is satisfied

on receipt of the subscriber's written request for

omission with the reawns gi ven for $uch an omission.

(I) The telephone directory may contain the

following sections

(a) General

alphabetical

list

subscribers; and

(b) Government Departmenl$.

(2) The combined tele:< and tclefu directory may

contain th e following sections

(a ) AlphabetiC<lI and numerical Hst of telex

subscribers; and

(b)

Alphabetical list of tclefu subscriben;.

(3) Subsequent directory

supplemen ts

may

(a) Ge ne ral alphabetical list of telephone

subscribers whose entry did not appear in the previous

iss ue of the telephone directory or who have

subseque nt ly requested changes to their previous entry.

(4) The telephone directory . the combined telex

and telefu directory and any such subsequent di rectory

supplements may also con tain display advertisements.

(5) In the case of an y inse rtion in the telephone

directory. the telex Qnd telefax directory o r any such

subsequent directory suppleme nts for which no provision is

made unde r these regul ations. the Chairman may make such

cond itions as he may dee m expedient in any such calC.

(6) The Chairman shall not be liahle in respect of

any omission or inaccuracy in the publication of the tele phone

directory. the tele ~ and tclefal( directory and any such

subseq uenl directory supplement.

( I) The main entry in the general alphabetical list

of the telephone directory and in the alphabe tical and

numerica l list of telex subscribers and in the alphabetical list

of lelefax subscribers in the telex and telefax directory and

any such subsequent directory supplement consisting of the

wbscribcr's name , address (locality on ly in the case of telex

and telefax subscribers) and telephones, telex or telefax

number , as the case may be, shall be inserted free of charge.

(2) A free entry in tile telephone directory or any

subsequent supple ment in rlCSpe-ct of each extemal telephone

extension will al!;O be allowed.

(3) No free e ntry sha ll be allowed for any internal

telephone extension line .

(4) One entry shall be insef1ed in respecc of a

group of auxiliary telephone lines ren ted to a subscriber at

the same address.

(5) A group o f auxiliary telephone lines shall be

indicated by an asterisk immediately preceding the telephone

number.

(6) Free entries arc only a llowed in the general

alphabe tical lis\ of tel ephone subscribers in the telephone

directory or any subseque nt telephone directory supplements

and in the alphabetical and numerical list of telex subscribers

and the alphabetical list ofteldax subscribers in the telex and

teldax direct ory.

(7) Savi ng the provisions o f paragraph (2) of this

regulation. entries in respect of persons other than the

subscriber. using the same telephone numbe r, shall be

considered as addi tional entries and may only be allowed

against payment.

Additional entries in the telep hone directory or the

te lex and tclefax dircctory or any subsequent supplements

may only be allowed again st the payme nt. in respe-ct o f each

issue, of the charge!' specifted hcre under

(a ) ent ri es in the gene ral alphabetical list of the

telephone di rectory consisting of the namc. address and

telephone numbe r - LmS.OO.O per e ntry;

(b) e ntrics in the telcx and telefu directory in

rcspe-ct of telex subscribers (alphabetial and numerical)

consisting of name, locality a nd telex number -

LmS.OO.O per entry in both lists;

(c) entries in the telex and tt ldax directory in

rClipecl of teldax subscribers (alphabetical) consisting of

name. Ioc;ali ty and telefu numbe r - LmS.OO,O per

Entries in bold type may be allowed against the

pa yment. in TespccI of each ;5Sue of the telephone directory

and Ihe telex and tdefax directory , of an additional charge of

warran ts.

(2) The inclusion of slIch additional le tters or

words shall be limited to a maximum of 20 characters for the

descri ption o f a profession, vocation. trade or business, and

of30characte rs for academic qualifications. wh ich inclusiolls

shallaU be free o f charge.

11 B. A subscribe r may be allowed to have his name

and address omitted from the general aJphabeticallist of the

telepho ne directory against the payment to Telemalta

Corporatio n of a charge of Lm5.00.0 in respect o f each issue

of the telephone directory or the combined telcx and te ldax

di rectory .

Regulatio ns 9(a). 10 and l IB are al so app li cable

shall be 50 per cent of the rate contemplated in these

regulations. These: charges are applicable to new subscriber

entries and 10 changes o nly for the first supple ment in which

they appear.

Subscribers may be eJIOe mpt ed from the payme llt

on the recomme ndation of the Min iste r responsi ble for

No adve rt isi ng matter shall be perm itt ed in any

en try o f the te lephone directory, o r in the tele x and teldal!

directory o r in any subsequent supple ments, Sucll maner

sllall form part solely of a displayed adve rt ise me nt.

IS. ( I) Only sucll d isplay advertise me nts may be

allowed in tile telepllone directory. in tile telex and telefax

directory or in any subsequent suppleme nts. as in tile opinio n

of tile Chairman -

(a) are suitable for d ispla y in or upon sueh

pUblication;

(b) are not related. direclly or indirectl y. to any

illegal or immoral busine5ll maller;

(e) are nol comrary to public policy and nisting

legi slat ion;

(d) if inserted in the position and man ne r

requested would not be. or appea r 10 be , prejudicial 10

the interest of any person, firm o r compa ny already

named or referred to in any part of the te lephone

directory , or in the lelex and telefax directOl'Y or in any

subsequent supplements,

(2) When any such advertisement refers 10 any

firm or person othe r th an the adve rtiser, the latter shall

question .

(2) The conditions of tender shall be determined

by the Chairman subject 10 the provisions of the Act.

(l) The front page of any telephone directory or

commitme nt. agreement or action on the part o f the

contractor, or for any payment made to the contractor. in

respect of any advertisement.

(4) Applications for advertising space from
