Lice nces Act . the Minisler of Educa tion and I h~ Intcrior. wilh thc

concu rrence of tile Min ister of Fi nance, has made the followi ng

rcg ulations:- .

( I) These regulat ions may be cited as the Po licc U~nces

(Am~nd ment)

(No. 2) Regulatie ns, 1991 and shall be read and

construed as o ne with the Police: Lice nces Regulations. 1949 .

he re inafte r referred to as "the: principal regulat ions-.

(2) These regulations shall come into fo rce as follows

(a) regulation 2 and paragraph (d) of regulation 3 o f these

regulations shall be deemed to have come in lo force on the h t

January , 1991; and

(b) paragraphs (a), (b) and (c) of re:gu lation 3 and regulation

4 of these regulations on the 1st January. 1992.

For regulaTion 4 of the principal regu lations the re shall be

su bst ituted the following: -

"'4. ( I) AllliceTlCeS issued or renewed by the Commissioner

shall be valid from the date of issue or re:ne,,'a1. unless some other

date is indicated thereon for such purpose, !lnd all such licences.

with th e exception of those mentioned in paragraph (3) of this

regulation. shall lapse on the thirty-fi rst day of Dece mber of th e

year in which they are is.~ued or rcnewed, subject 10 renewal in

accordalK'e with any lawor regu lation applicable to such licences

Provided that a licelKe issued in respect of the: use of a motor

\'eh iclc and any licence to drive a motor vehide shall lapse on such

da te as is indic-dled thereon.

(2) Where any licence, otlle r than a licence fort hc use of

a motor ,"c hicie. is issuedorren-e" .. ed afterthe first dayor Januaryor

any yea r. the period bct"'ccn the date on which or with effect from

wh ich such licence is issued or renewed and the thirty·first day of

Decemhc r of tha t year_unless it is otherwise provided in respect

thereorin these regulatiO<1S. shall be deemed tobe: a full year for the

purposes of the payme nt o f any fees prC5Cribed in relation to such

licence in lhc First Schedule to these regulatioos.

(3) The following licences shall lapse on the date

indicated thcreon

(a) lieen~"es issued or rencw<,d in respect of on<' or

more specified dates or periods

(b)

mtemmio"al driving pennits

(c) international certificates and fi'>Cal perm its in

respect of motor-can;.

(4) For the purposes of securing that the wor k of

rcnewing licences will be evenly spread the Com missioner may fix

the periods during which licences of any onc or more classes are to

be renewed. and notice of such periods shall be published in the

Gaze!!e.

(5) Any pcrson who renews hi ~ licence within the P<'riod

fixed by the Commissioner under the last preceding paragraph of

this regulation shall not be deemed to have acted without a licence

during th e interval between the daTe of expiry of tile laST licence

held by him and the laST day of the P<' riod fixed by the

Commissioner. by reason on ly th~ t the licencc was not renewed

before the date o f its expiry. ".

Part I of the First Schedule to the principal regulations shall be

amended as follows

(a) in item 62 thereof. for Ihe words from "For the usc" to
