STATtITE 108 - WORKERS ' PARTICIPATION DEVELOPMENT CENTRE

1ltere is hereby established a Workers' Participation Developme nt Cent re al the

Universit y of Malta , hence forth rd erred to as the W. P .D .C.

The aims of the W.P.D .C. shall be

<i) 10 organise education acti vities which support the deve lopme nt of

partici pat ion al the workplace and in society at l ar~

(ii) 10 oond uct research on labour relalions and particularly on issues

concern ing participatory dcvelopmenllocally and abroad ;

(m) to provide consultancy and other se rvices in oonnectio n with

participatory iss ues;

(iv) to dissemin ate information through th e issuing of books, journ als,

articles and ot her pu b~ catio ns as well as through othcr media of mass

communication.

Tht W.P.D.C. Board

The W.P.O.C. shall be governcd by a Board.

(i) The W.P.D .C. Boa rd will consist of the following

(a ) Chairperson: Rector orhis deput ~;

(b) Vice-Chairperson: Directorofthe W.P.D.C.;

(c) Two members of thc acadc mi c staff appointed by the Fa cult~ Board

of Economics. Management and Accountancy;

(d) One mem ber appointed by the Ge neral Workers' Union (GWU);

(e) One member appoin ted by the Confede ratio n of Malta Trade

Unions (CMTU) ;

(f) One member appointed by Mal ta Drydocks Corporation ;

(g) One member appoi nted by Malta Investme nt Ma nagement Co.

( h) One member appointed by the Ministry responsible for J...abour ;

(i) Ooe member appointed by and from th e Federation of Wo rke r

Di rectors;

(j) Secretary , from the W.P.D.C.'s Staff to be appointed by the

W.P.D.C. Board ;

(k) Ho norary and Madditional" members may be co-opted by the

W.P.D.C. Board. These shall be drawn from organisations with a part ic ular

inte rest in the deve lopme nt of worker participation;

(ill M Addi tional ~, voting members are co-opted following Ihe approval of two--

thirds majority of the W. P. D .C. Board and the e ndorsemen t o f the Universi ly Council.

(iii) The functions of lhe Boa rd will be the following

(a) delennining the policy of the W.P.D.C. with rega rd to the aims

(b) overseeing the financial administration of the W.P.D .C.;

(e) ensuring the collaboration wi th other bodies. local and foreign .

necessary for achieving the aims of the W.P.D .C.

The W.P.D.C. wil l have a Director and Staff

Ci) Th e Directo r will be appointed by the Universi ty Council ;

(H) Other academic, administrative and clerical staff appointmentS. are

recommended by the Board as may be provided in the W.P.D.C. Estima tes.

Ci) The Directo r will prepare the annual budget of the W.P.D.C. and submit it

10 the Board for approval;

<ii) Following Board approval, a request for fu nds shall be subm itted to the

University authorities who may allocate a finan cia l commitment for a de fini te period of

time . These funds may also be supplemented by contributi ons from the o ther

institutions re presented on the Board and from olher sou rces;

(m) Any financial contributions originating from non·U niversity sources which

remai n unspent aft er a fi nancial year shall be placed in a reserve fund for use in

successi ve years as dete rmined by the Board;

(iv) The Finance Officer o f the University of Malta ""ilI be the Treasure r of the

Amendments

Amendments 10 the Stat ute may be proposed by a two- th irds majority of the

W.P.D. C. Board Hod will require the approval of the Council of the UnivtrsityofMaha

to become effective.
