IN exercise oflhe powers con ferred byscction 3 of the SuppJicsand

Services Act and by section 2 of the Fees Ordinance. tl11: Min ister fOf

Dcvelopment ofTe n iary Sector. wi lh the concurrence ofthe Minislerof

Finance . has made lhe following regulations:-

I. These regulalions may be ci ted as the Sale of Callle for

Slaugh ter and Beef (Conlrol) Regulalions. 1990.

In Ihese regulations and in any order made lhereunder. -

"beef' means the flesh o f sla ughtered catt le;

"caule" means bulls, 00W!i. oxen. buffal(le$. hei fers and

"Director"' means the DirectOfof Agricult ure and Fishe ries;

" manufaCl urer" means any person who processes slaughtered

calliI' into beef for disposal to third parties;

"producer"' means any person who keeps, breeds or fa!tens

"purchase" means any acq uisition made under any onerous or

gratu ilous litle

"retailer" means any person who purcha$CS beef for sale by

"sale" means any disposal under any onerous or grat uitous

"wholesaler" means any person who purchases callle for

slaugh ter and/or beef and sells them to third panil"$.

J . The Director may from time to time by ordc:r in Ihe Gazelle fix

minimum prices at .... hich .... holesalers. retailers . and manufacturers may

pu rehase ~lIle forslaughter and/or beef from any producer and specify

the conditions under ",hid! such prices are to apply.

4, (I) No person shall act as a .... holesaler unles.s he is in ])OS.

Any such licence shall remain '1I1id for t he period for

aforesaid. ex pire on the 31st day of December of the yea r of its issue or

renewal.

(3) The Min ister ma)', in issuing such 11 lic\>ncc. allach

thereto any condition or conditions as he may deem fit .

(4) l bc Minister shall have the right al any time 10 "'ithdraw

allY licence issued under these regulations, and in particular if he is

sat isfied Ihal any of the conditions of IlIe liccncc have 1101 bee n

obse rved.

(5) A licen« issued by the Minister under these regulations

shall not exempt Ihe holder from the requi remen t of having any other

licence under any other law.

The annual fee Icviable for Ihe finn issue of a wholesaler' s

licence shall he five Maltese liri (Lm5), and the 31111ual fee leviable on

every renewal of such licence sllal1 be three Maltese liT; (LmJ).

( I) Any sale or pu rchase of cattle for slaughter and/or beef by

any producer. wholesaler. relailer or manufacturer shall be accom-

panied by a duly receiptI'd bill which shall be shown on demand 10 Ihe

Director o r 10 any other pc~n aU l hori~d to act on his be half.

(2) No such receiptcd bill sha ll be destroycd before the lapse

of twelvc months from thc date o f the relative pu rchase or sale.

Any person who oonlTa'·cnes any of thc provisions of these

regula tions or of any o rder made thcreunder shall be guilty of an offcnce

and sh~1J be liable -

(a) on a fi rst conviction to a fine (mulla) of not less than fifty

(b) on a second or subsequent conviction. 10 imprisonment
