IN exercise of the powers conferred by subsecti on (I ) of section 4 of

the Financial Administration and Audit ACI, (Cap 174), the Minister of

Finance has made the following regulations:-

I. (I) These regulations may be cited as the General Financial Ci'''"",Ol>d

(Amendment) Regulatiolls, 1989, and shall be rcad and construed as romm<n<em<'"

These regulations sha ll come into force on the 1st March ,

1989.

For reglliation 105 of the principal regulations, there shall be Subo1i,.,os

(ii ) articl es costing over Lm500 bill nOl ex-

ceeding Lm 1 ,000 may likewise be purchased departmen-

tally by tender or from the open market os approved by

either the Minister responsible fo r the department ef-

fecting such purchase, or the head of department as may

be delegated by such Minister

Provided that for the purpose of sub-paragraphs (i)

and (ii) of this paragraph purchase of the same or closely

similar material, in small lots, during a period of six

months shall not exceed a total val ue of LmlO,OOO;

(b) articles costing between Lml,OOO and

Lm5 ,000 may be purchased after a departmental call for

tenders. Such tenders shall be opened by the accou nting

officer concerned and another official of the department

in the presence of the Accountan t General or his

representati ve;

(c) articles costing over Lm5,000 shall be

purchased after a call for public tenders issued by the

Accountant General

Provided lhal the Ministers respoll5ible for the De-

partment of Works, the Water Works Department and

the Department of Heal th , or the beads of such Depart-

ments as may be delegated by such Ministe rs, may au-

thorise the purchase by departmental call for tenders of

articles costing not more than LmlO ,OOO.".
