Motor Omnibuses (Gow Ser vices) Regulati ons, 19!18

IN exercise of the powers conferred by section 17 of the Traffi(;

Regulation Ordinance. the Commissioner of Police, with the advice of

the Traffic Control Board. has made the following regulations:-

In thesc regulations. the words "motor omnibus" mean a motor

car capable of carrying more than seven passenge rs, used against pay·

ment for the conveyance of passengers.

(a) an Office for Scheduled Services for Gozo which shall be Ornnibu

charged with Ihe equi table distrihution and allocation of all sched· 10,0=.

uled services by motor omn ibuses in Gozo, and

(b) an Office for Unscheduled Services for Gow which shall

be charged with the equitable distribution and allocation of all un·

scheduled services by such motor omnibuses as sha ll be authorised

by the said Commissioner o f Police to operate ulIscheduled service>

through such office.

(2) The Commissioner of Police sha ll have t he power to di·

rect, illspcc\, oolllrol and implement the services provided by the sa id

offices.

(3) The expenses of day to day administration of the sa id of·

fices 311d other relative expenditure shall be borne by the licensees of

the motor om nibuses to which paragraph (I) of this regulat ion applies.

(\) The licen,eeof any motor omnibus aU l horised 10 operate

any scheduled service in Gozo shall do so through the Office for Sched·

uled Services.

(2) (a) It shall be the duty o f the said office to prepare and

implement the roster of the motor omnibuses perform ing the ser·

vice on the various rOUles.

(b) 111e said roster shall in every case be approved by

the Commissioner of Police before coming illlo operation.

(c) If for any reason the said office fa ils to prepare and

implement the roster of the motor omnibuses performing scrvice

on the various routes, or if the rOSier is not approved by the Corn·

missioner of Police, the s~id Commissioner of Police shall h3vc the

power to prepare and implemellllhe s3id roster.

(3) The liccnsce of every m%r omnibus performing sched-

uled service shall purchase his ticket requirements from the Govern-

ment Department authorised by the Admin istrative Secretary 10 distri-

bute such tickets from time to time.

(4) Notwithstanding the provisions o f the foregoing parag-

raphs of this reglllation. the Commissioner of Police shall have the

power 10 determine the number of mOlor omnibuses to operate exclu-

sively on the scheduled service in G010 on any panicular day.

S. (1) It shall nO! be lawful for the licensee of any motor om·

nibus authori sed to operale through the Office for Unscheduled Ser-

vices 10 operate olher than through the said office.

(2) (a) It shall be the duty of the said office 10 prepare and

implement an equitable roster system of unscheduled service for all

motor omnibuses authorised to operate th rough the said office, so

as to ensure a fair distribution of the demand for unscheduled ser-

vice ,

(b) The said roster shall in every case be approved by

the Commissioner of Police before coming into operation,

(c) If for any reason the said office fails to prepare and

implement the roster of unscheduled service as provided in these

regulations, or if the roster is not approved by the Commissionerof

Police, the said Commissioner of Police shall have the power to

prepare and implement the said roster,

6, Th e running and maintenance expenses in respect of each

motor omnibus shall be borne by the Telati\'!' licensee.
