IN exercise of the powCI'5 conferred by section 72 o f Ihe Medical

and Kindred Professions Ordinance. the Ministe r of Hea lth . on Ihe

advice of the Nursing and Midwi fe ry Board , has made th e following

rcgulalions:-

I . (I) These regula tions may be cited as Ihe Train ing School for

Reg islc red (Gcnem l) Nurses Regu lations. 1986.

during which Preliminary and Final Parts theoretical and practical

instruction sha ll be im parted at a train ing school in accordance with the

scheme o f training laid down in the Second Schedule to these regulations.

Provided that the Minister responsible for Health may. on the

advice of the Nursi ng and Midwifery Board . make such alte rations to

the said schedule as may be oonsidered necessary.

When advising the S<lid Minister on such changes the Nun;ing

and Mid wifery Board shall be guided by th e relative rul es of the United

Kingdom Cent ral Co uncil for Nursing, Midwife ry and H e~lth Visiting.

( I) During the Preliminary and Final Parts, studen t nu rses W",k in

Services of the Department of Health and to gain practical nursing

experience in accordance with the scheme of training laid down in the

Seoond Schedule to these regulations.

(2) The Int roductory Assessmen t shall be conduct ed by the

Principa l Nu rsing T utor of the trai ning school an d shall consist of twO

Communi ty Healt h and the ot her paper on Nursing, Psychology and

Fi rst Aid. The marks obtained by a student nu rse for each written paper

shall be OUt of a maximum of twen ty marks and the Princi pal Nursing

Tutor shall submit a repo rt on the Assessment to the Nursing and

Midwife ry Board.

(3) The Preliminary and the Final E ~ aminations shall each

consist of a written and of a Practical and Oral test.

practical and oral test of the Prelimi nary Examination shall be allowed

to sit again in such paper and/or test pro\'ided she gi"es evide nce to the

satisfaction of the Nursing and Midwifery Board. of having undergone

(2) For the purposes of thi s regu lat io n. absence from an

examination or from any part thereof shall be deemed 10 be a failure at

(I) No student nurse may sit for the Final Examination

unless she shall ha\'e passed the Pre limi nary Examination.

(2) No studen t nurse shall si t for the rinal Examination if

she has absent ed herself on sick 1ea\'corother cause (excluding va<:ation

lea \'e) in excess of an aggrega te period of Ih iny days thro ughout the

approved by the Nursi ng and Midwifery Board. any period of absence

for whatever ca usc. exceeding 20 per cent of Ihc duration of the theore-

tical instruction in any ofsucil blocks shall re nder the cnndidHle ineli-

gible to sit for the final examinlltion unl ess she hlls mllde up for this

absenteeism by attending for the specific instruction for which she had

been absent before silting for the final examination.

(3) After making up for the absen teeism as provided for in

paragraph (2) of th is regulation such student nurse shall not be entitled

to a special session of the Final Examination but may sit at a sessio n not

ea rlier th an that which is due in the normal course of events.

(4) Any student nurse may. subject to the provisions of

paragraph (2) o f this regu lation . make up for the excess absenteeism

referred to in the said paragraph or for any part thereoL by forfeiting an

equivalent number of days of vacation leave to which she may be enlitled.

cialities

(b) a paper mainl y dealing with surgery and surgical spe-

cialities: and

(c) a paper mainly dealing with Nursing Ethics (i ncl uding

Civia; and Human Rela lions).

(2) The practical Hnd Oral test sh(Lll similarly deal with all

aspects of nu rsing care and treatment of palients and shall last for one

hour, at which test student nurses will be requ ired 10 present to the

examiners the ir record of practical instruction and experieoce (general).

(3) For th e purpose of this regulation. the terms -

" medical spcciaHty" shall incl ude paediatrics and care of

newborn, geriatrics (incl uding community geriatrics). care of

psychiatric and me ntally handicapped, treatment of medical emer-

gencies. community care and intensive care in a medical speciality ;

and

"surgiC'dl spo.."Cialit y" shall include gynaecology. urology.

maternity care, trea tment of accidcnts and surgical emergencies.

orlhopaedics, operating theatre t«hniques, oncology and com-

munity care and inle nsi\'e care in a surgical speciality.

(2) A studcnt nurse who fails in any paper or in Ihe practical

and oral test of the Final Exami nation shall be allowed to sit again for

that examination in any suc h pape r or tt'St provided she produces

evidence, to the satisfaction of the Nursing and Midwifery Board, that

she has undergone further train ing at a school for a period of approxi·

mately six months immediately prior 10 her resitting for the said exami·

na lion

Provided. however. that no student nuTliC may avail herself of

this concession at any time later than three years from the date on which

sile first sat for the S.1itt c~amination .

pape rs of th e wriHen test referred 10 in regu lation 15 of these

regul at ions shall onl y be required to sit for the wrinen test in the

fi nal exami nation for pupil nu~

( b) any such s tudent nuNC who s hall have fail ed in th", prac-

tical and ora l test refe rred to in regu lation 15 shall only be required

to sit for the correspond ing test in the final exam ination for pupil

nurses; and

(c) any such s tudent nurse who shall have faile d in a ny of th e

writte n pape rs and in the practical and o ral test of the e )(amination

for slUdcm nur.;cs shall be required to sit for the whole final exami -

na tion fo r p upil nurses.

A student nu rse s ha ll nOl be dee med to ha'·e passe d anyof the

tCSIS unless she shall have o btained at least 50 per ce nt o f Ihe mark s

a wardable at any of such tcsts or parts thereof.

(1) The Preliminary and the Final Examinations shall be

conducled by a Board of Examiners. to be appoi nted b y the Nursin g and

Midwifery Boa rd .

(2) The Board o f Examiners for the Prel iminary and Final

Exa minaTions shall consists o f -

(a) a Principa l Medical O rrlCer o r a Senior Medical O fficer,

as Chairman ;

(b ) two medical practitioners, o nc being a physician and the

o ther a su rgeon: and

(c) tWO nurses whose names are e ntered in the general pan o f

the said Register of Nurses.

(3) The Board o f E)(aminers shall submit the exam ination

result s to Ihe Nu rsing and Midwifery Board for approva l and ratifica tion

prio r to pub lication.

( I) Not less than o nc mon th ·s notice shall be given of the

dale on whic h the Pre lim inary and Final E)(aminatio ns sha ll be he ld .

wh ic h notice s hall be exhibited on the Notice Board of the school.

(2) A stude nt nurse who in te nd s si tt ing at e ither the Preli-

mi n a ry or the Final Exam in ation s hall. toge ther with the rc hllive fee for

the exam ination . s ubmit to the Nursi ng and Midwifery Board an appli-

cation o n the form prescribed in the Third Schedule 10 these regulations

accompanied by a certificate signed by the Principal Nursing Tutor also

as pe r said Schedule certifying~

(a) the fact that the student nurse has completed Ihe

approved course of studies and the period of training in respect of

the Preliminary ParI or of the Final Part. as the case may be. and

(b) the conduct and the regular attendance of the :;aid nurse

during the relath'e period of training.

(1) Student nurses woo. on Ihe completion of the full period S""" ... tul

of training. pass the Final Exami nation shall be awarded a certificate .",denlnunro

signed by the Otairman of the Nursing and Midwifery Board . stat ing ~<')!l:r:'~

tha t the stude nt nurse has undergone the prescribed course of studies at

the training school and has been appro,'cd at th e prescribed examina·

tions.

(2) Sueh certificate shall be dee med to be the certificate

referred 10 in sub· paragra ph (i) of paragraph (d) of section 67 of the

Medical and Kindred Professions Ordinance.

(3) NOlWi thstanding any of the prOVISI()flS of these regula -

tions. any person ~

(a) whose name is entered in the roll of nu rses in accordance

with the provisions of the Medical and Kindred Professions Ordi-

nance. and

(b) who satisfies the condi tions for admission to the training

school as regards academic qualifications in accordance with the

provisions of these regula tions. and

(c) who has undergone a course of training at 11 training

school lasting for not less than IWO years in aa:ordance with the

scheme o f training laid down in the Second Schedule to these

regulations starting from the sixty first week of tmin ing of such

scheme of trainin g. ~

shall be enlilled to sit for the final exa minat ion refe rred to in regulation

15 of these regulations eit he r at a special session or at thcsession wh ich is

nex t due in the normal course of evenlS. and Ihe provisions of paragra!)hs

(2) . l3) and (4) of regulation 14 and of regulations 15. 16. 17. 18 and 19

and the preceding paragraphs of this regulation shall milia/if mrmmdis
