Use of Fl'lInkin g Machine'! RegulatiOlls, 1984
IN EXERCISE of the powers conferred by section 22 of the Duty
on Documents Act. 198 1. the Minister of Finance and Customs has
made the following regulations:-
These regulations may be cited as the Use of Franking Machines Cilation.
Regulations. 1984.

In these regulations -
"franking machine" means any machine used to denote duty
on documents by a me.:;hanical impression thereon;
"licence" means a licence issued in terms of regulation 4 of
these regu lations;
"licensee" means the person to whom a licence is issued under
these regulations to operate a franking machine.
No person shall use a franking machine unless -
(a)
it is of a type approved by tbe Commissioner: and
(b) a licence for the use tbereof has been issued by the Corn·
missioner.
On a written application by any person for the use of a frank· Conditi"". for
ing machine the Commissioner may issue a licence thereof subject to u .. of frankinl
such conditions as he may deem fit .
.5. (I) A franking machine licensed under these regulations shall P to]l<r .... of

except by or on the instructions of the Commissioner.
(2) If such a machine ceases to function properly its use shall
forthwith be di scontinued and the licensee shall immediately inform the
Commissioner.
Moreover such machine shall be open to inspection al

any reasonable time by the Commissioner or any officer duly authoris-
ed by him to that effect.
Impressions denoting payment of duty made by a franking 1mp . ... io ....
machine licensed under these regulations must be clearly legible to the "",de by
