Red Lead Priming Paint Order, 1982
(Ordni Nru. M 12 ta' 1·1982)
IN exercise of the powers conferred by section 3 of the Quality
Control (lmports, Exports and Local Goods) Act, 1971, and in accord-
ance with that section, the Malta Board of Standards has made the
following order:-
1. This order may be cited as the Red Lead Priming Paint
Order, 1982, and may be referred to as Order No. M 12 of 1982.
1.2. This order shall become operative on a date after the lapse of
20 days from the day on which it is laid on the Table of the House of
Representatives which date shall be notified by the Board by notice in
the Gazette.
1.
This order applies to ready-mixed red lead priming paint.
In this order -

3.1.1. "A.S.T.M." means the American Society for Testing
and Materials;
3.1.2. "B.S." refers to the British Standard of the British
Standards Institute;
3.1.3. "consistency" means the apparent viscosity of a paint
when shearing forces of varying degrees are applied to it in various
ways, such as when it is stirred in the can, poured from the vessel to
the other, brushed or otherwise spread over a surface;
3.1.4. "drying" means the process of change of a coat of paint
from a liquid to the solid state, due to the evaporation of the solvent,
to the physico-chemical reaction of the binding medium, or to a
combination of these causes. Various successive stages in the drying
of the paint are distinguished by the following qualifying terms
(with corresponding times);
3.1.4.1. "surface-dry" - when the paint is dry on the
surface but is soft and tucky underneath, which is also com-
monly known as "sand-dry";
3.1.4.2. "hard dry" - when drying has reached such a
stage that, if desired, a second coat can be satisfactorily applied
by brushing, if necessary, after flattening; this term is also used
to describe certain degrees of film hardness when tested by
specific methods;
3.1.5. "drying time" means the time which elapses between
the application of a coat of paint and the attainment of a specified
dry state.
1. The paint in freshly opened containers shall, on receipt, be COlldition in
free from skins, shall show no livering, lnstability, or caking, and shall container.
mix readily to a homogeneous state.
1. When tested by the method referred to in paragraph 13.1 the Compositioll.
paint shall contain not less than 63 % total pigment, not less than 15 %
resin and not more than 22 % solvent. The pigment shall consist of not
less than 55 % red lead expressed as Pb. s 0 1 •
1. vVhen tested by the method referred to in paragraph 14.1 the Consistency.
paint shall have a consistency of 140-250 Krebs-Storrner grams at a
shearing rate of 200 revolutions per minute when measured at a tempera-
ture of 25 ° ± O.5°C.
1. The paint shall brush easily and the resultant film shall be BTUshing
uniform and free from roughness and grit. It shall show no running or appearance.
sagging tendencies and not more than s11ght brush-marks.
1. The paint shaH be in such a cond1tion that when tested by the
method referred to in paragraph 15.1. shall become surface dry in not
more than 8 hours at 25 ° C.
8.2. The palnt shall be in such a condi tion that when tested by the
method referr ed to in paragraph 15 .1. shall become hard dry in not
more than 16 hours at 25 C.
901. Seven days after application using a mandrel 6.0mm dia-
meter, the paint at a wet film thickness of 50um shall not crack or
lose adhesio n when tested by the method referred to in paragraph

13.1.
The composition shall be deterrnined as follows
13.1.1. Pigment content - Weigh abaut 5g in a tared
centrifuge tube. Add 25 ml of petroleum spirit (boiling range
40-60°C) and mix thoroughly with a glass rod. Centrifuge and
decant solvent into a weighed f1ask. Repeat operation twice more
decanting the solvent in the f1ask. Reserve flask for the determina-
ti an of resin content. Dry centrifuge tube in an oven at 105°-
110°C. Cool and weigh as total pigment. Reserve pigment for
determination of lead content.
13.1.2. R esin content - Evaporate solvent contained in the
determination of pigment content on a steam bath. Dry in an oven
at 105°-110°C. Cool and weigh resin.
13.1.3 . Solvent content - Weigh 3 to 5 g of sample in a
tared flat-bottomed dish. Reat for l hour at 105 ° to 110°C, cool
and weigh. Repor t loss in weight as solvent content.
13.1.4. Lead content of pigment - The pigment (extracted
as in 13.1.1.) is tested for lead content by the method described in
the latest edition of B.S. 217 : Appendix A.
14.1. The consistency shaH be determined by the method described
in A.S.T.M. specification D562-55.
15.1. Surface drying time, hard drying time, bend test and resist-
ance to salt spray shaH be determined by the method described in B.S.
