Red Oxide Priming Paint Order, ] 982
(Order No. MIl of 1982)
IN exercise of the powers conferred by section 3 of the Quality
Control (Exports, Imports and Local Goods) Act, 1971, and in accord-
ance with that section, the Malta Board of Standards has made the fol-
lowing order: -
1. This order may be cited as the Red Oxide Priming Paint
Order, 1982, and may be referred to as Order No. MIl of 1982.
1.2. This order shall become operative on a da te after the lapse
of 20 days from the day on which it is la id on the Table of the House
of Representatives which date shalI be notified by the Board in the
Gazette.
1.
This order applies to ready-mixed red oxide priming paint.
In this order
1.
3.1.1. "A.S.T.M." means the American Society for Testing
and Materials.
3.1.2. "B.S." refers to the British Standard of the British
Standards Institution.
3.1.3. "consistency" means the apparent viscosity of a paint
when shearing forces of varying degrees are applied to it in various
ways, such as when it is stirred in the can, poured from the vessel
to the other, brushed or otherwise spread over a surface.
3.1.4. "drying" means the process of change of a coat of
paint from a liquid to the solid state, due to the evaporation of the
solvent, to the physico-chemical reaction of the binding medium.
or to a combination of the se causes. Various successive stages in
the drying of the paint are distinguished by the following qualify.
ing terms (with corresponding times);
3.1.4.1. "surface-dry" - when the paint is dry on the
surface but is soft and tucky underneath which is also
commonly known as "sand-dry";
3.1.4.2. "hard dry" - when drying has reached such a
stage that, if desired, a second coat can be satisfactorily
applied by brushing, if necessary after flattening; this term
is also used to describe certain degrees of film hardness when
tested by specific methods;
3.1.5. "drying time" means the time which elapses between
the application of a coat of paint and the attainment of a specified
dry state.
1. The paint in freshly opened containers shall, on receipt, be
free from skins, shall show no livering, instabi1ity or caking, and shaH
mix readi1y to a homogeneous state,
1. When tested by the method referred to in paragraph 13.1 the
paint shall contain not less than 45 % total pigment, not 1ess than 25 %
resin and not more than 30 % solvent. The pigment shaH consist of not
1ess than 26 % of iron oxide expressed as Fe Z O. 1 •
1. When tested by the method referred to in paragraph 14.1.
the paint shall have a consistency of 140-250 Krebs-Stormer grams at a
shearing rate of 200 revolutions per minute when measured at a tempe-
rature of 25 °C±0.5°C.
1. The paint shall brush easily and the resultant film shall be
uniform and free from roughness and grit. It shall show no running or
sagging tendencies and not more than slight brushmarks.
1. The paint shall be in such a condition that when tested by
the method referred to in paragraph 15.1 shall become surface dry in
not more than 8 hours at 25 °C.
8.2. The paint shall be in such a condition that when tested by
the method referred to in paragraph 15.1 shall become hard dry in not
more than 16 hours at 25 °C.
1. Seven days after application using a mandre1 6.0 mm dia-
meter, the paint at a wet film thickness of 50 urn shall not crack or
lose adhesion when tested by the method referred to in paragraph 15.1.
1. When tested by the method referred to in paragraph 15.1
for 100 hours at 25 °C there shall be no blistering, wrink1ing or lose of
adhesion of the paint film and no corrosion of the panel either visible
or under the paint film.
1. The container shall be strong enough to withstand norma1
usage and shall be adequately sealed to prevent leakage and contamina-
tion of the contents during handling and transportation.
1. Every container of red oxide priming paint shall bear a Label.
label showing in clear and easily readable print the following informa-
tion
12.1.1. the brand name or trademark, or
12.1.2. the name and address of the manufacturer~
12.1.3. where the brand name is not entered in a 1ist kept by
the Director of Industry nor is the Trade Mark registered with the
Comptroller of Industrial Property, the inclusion in the 1abel of
the name and address of the manufacturer shall be compulsory.
12.1.4. the net contests in metric volume~
12.1.5. the warnings, or advice and directions as to use as
appropriate.
1.
The composition shall be determined as follows
13.1.1. Pigment Content - Weigh about 5 g in a tared tests.
centrifuge tube. Add 25 mI of petro1eum spirit (boiling range
40-60 °C) and mix thorough1y with a glass rod. Centrifuge and de-
cant soIvent into a weighed flask. Repeat operation twice more
decanting the solvent in the flask. Reserve flask for the determina-
tion of resin content. Dry centrifuge tube in an oven at 105-110°C.
Cool and weigh as total pigment. Reserve pigment for the determi-
nation of iron content.
13.1.2. Resin Content - Evaporate solvent obtained in the
determination of pigment content on a steam bath. Dry in an oven
at 105-110°C, Cool and weigh resin.
13.1.3. Solvent Content - Weigh 3 to 5 g of sample in a
tared flat-bottomed dish. Heat for l hour at 105 to 110°C, cool
and weigh. Report 10ss in weight as solvent content.
13.1.4. Iron Content of Pigment - - The pigment (extracted
as in 13.1.1.) is tested for iron content by the method described in
the 1atest edition of BS 3981 Section 8.
1. The consistency shall be determined by the method describ-
ed in A.S.T.M. specification D562-55.
1. Surface drying time, hard drying time, bend test and resist-
ance to salt spray shall be determined by the method described in B.S.
