L.N. 94 of 1980

QUALITY CONTROL (EXPORTS, IMPORTS

AND LOCAL GOODS) ACT, 1971

(ACT NO. XIII OF 1971)

Capacity Rating of Starter Batteries Order, 1980

(Order No. MS of 1980)

IN exercise of the powers conferred by section 3 of the Quality

Control (Exports, Imports and Local Goods) Act, 1971, and in accord

ance with that section, the Malta Board of Standards has made the fol

lowing order:-

Malta Government Gazette — Legal Notice 1980 94 — Capacity Rating of Starter Batteries Order, 1980

1. This order may be cited as the Capacity Rating of S t ar te r Bat-

teries Order, 1980, and may be referred to as Order No. M5 of 1980.

1.2. This order shall become operative on a da t e after the lapse of

20 days from the day on which it is laid on the Table of the House

of Representatives, which date shall be notified by the Board in the

Gazette.

1.

In this order the fol1owing definitions apply:-

2.1.1. "secondary cel1", in this order hereinafter referred to

as "cell" means a vo!taic cell which after discharge can be brought

back to its initial (charged) chemical condition by passing a current

through it in a reverse direction to that of dis c ha rge ;

pla t e s

i n

2.1.2. "Iead-acid cell" means a cel1

fitted

with

which the active materials are as follows

lead dioxide,

2.1.2.1.

positive electrode

negative electrode

spongy lead, and

2.1.2.2.

electrolyte

dilute sulphuric acid;

2.1.2.3.

p l at e

means a unit which, singly or in groups, is sub

2.1.3.

"

"

m e r ge d in the electrolyte so that its surface forms the whole or part

of one of the electrodes of the cell;

"battery" means two or more cells permanently con

2.1.4.

nected together electrically in one container;

2.1.5.

"charging" means the passing of an electric current

through the cell so as to bring it to a chemical condition in which

it is capable of supplying electricity to an external circuit. The

quantity of electricity thus put in is known as the charge and is

usual1y measured in ampere-hours;

"discharging" means the connection of a cell to an

2.1.6.

external circuit in such a way that energy flows from the cell into

the external circuit. The quantity of electricity thus taken out is

known as the discharge, and is usually measured in ampere-hours;

2.1.7. "capacity" means the quantity of electricity usually ex

pressed in ampere-hours which may be taken from a cell at a given

rate of discharge under specified conditions of voltage and tem

perature;

2.1.8. "rated capacity or rating" means the ampere-hour capa

c.;ity of a cell assigned to it by the maker under specified conditions

of discharge as specified at 4.1.

Malta Government Gazette — Legal Notice 1980 94 — Capacity Rating of Starter Batteries Order, 1980

1, This order applies oniy to secondary lead-acid batteries of a

maximum rating of 200 ampere-hours which are primarily used for

engine starting and other electrical loads in automobiles driven by in

ternal combustion engines.

Malta Government Gazette — Legal Notice 1980 94 — Capacity Rating of Starter Batteries Order, 1980

1. The rating of a starter battery shall be assigned to it by the

maker and shall be expressed in ampere-hours obtainable at the 20 hour

rate of discharge to a final vo1tage of 1.75 volts per cell when discharged

under the conditions of tests specified in paragraph 7.1 and with an

electrolyte at an average temperature of 25°C.

Malta Government Gazette — Legal Notice 1980 94 — Capacity Rating of Starter Batteries Order, 1980

1. Batteries shall be deemed to comply with this order if, when

tested in accordance with the method referred to in paragraph 7.1, the

battery shall give the rating on one of the three cycles.

Malta Government Gazette — Legal Notice 1980 94 — Capacity Rating of Starter Batteries Order, 1980

1, No imported or Iocal batteries shall be sold, offered or ex

posed for sale unless they bear a label showing clear1y and easily legib1e

the following information:-

the brand name or trade mark, or

6.1.1.

the name and address of the manufacturer;

6.1.2.

6.1·3. where the brand name is not entered in a list kept by

the Director of Industry nor is the trade mark registered with the

Comptroller of Industrial Property, the inclusion in the label of

the name and address of the manufacturer shall be compulsory;

6.1 .4.

its rated capacity and nominal voltage.

Malta Government Gazette — Legal Notice 1980 94 — Capacity Rating of Starter Batteries Order, 1980

1. The test for the rating shall be carried out as described in

B.S. 3911: 1965 clause 7·
