1. These Regulations may be cited as the Ethics in Public Office (Prescribed Public Bodies, Designated Directorships of Public Bodies and Designated Positions in Public Bodies) (Amendment) Regulations 2013.
2. The Ethics in Public Office (Prescribed Public Bodies, Designated Directorships of Public Bodies and Designated Positions in Public Bodies) Regulations 2004 (
S.I. No. 699 of 2004
) are amended by substituting for the Schedule the following

EXPLANATORY NOTE
(This note is not part of the Instrument and does not purport to be a legal interpretation).
These Regulations prescribe directorships and positions of employment in the Insolvency Service of Ireland, specified in the Regulations as, respectively, “designated directorships” and “designated positions” for the purposes of the
Ethics in Public Office Act 1995
(No. 22 of 1995). These Regulations also address sequencing issues in relation to entries for public bodies under the aegis of the Minister for Transport.
Persons holding directorships or occupying positions prescribed in these regulations are required to furnish a statement of disclosable interests (as defined in the Second Schedule to the Act) to such officer or relevant authority (as defined in Sections 17 and 18 of the Act) as determined by the Minister for Public Expenditure & Reform. Persons holding directorships prescribed as "designated directorships" are also required to furnish a statement of disclosable interests to the Standards in Public Office Commission.
The Director of the Insolvency Service of Ireland is the relevant authority, as determined by the Minister for Public Expenditure and Finance. Details of the officer of the body or relevant authority in each of the public bodies to whom statements are furnished, as determined by the Minister for Public Expenditure & Reform, will be available in an Appendix to the Standards in Public Office Commissions "Guidelines on Compliance with the Provisions of the Ethics in Public Office Acts 1995 and 2001 — Public Servants".
These regulations amend the Ethics in Public Office, (Prescribed Public Bodies, Designated Directorships of Public Bodies, and Designated Positions in Public Bodies) Regulations 2004 (

), and were most recently amended by Ethics in Public Office (Prescribed Public Bodies, Designated Directorships of Public Bodies and Designated Positions in Public Bodies) (Amendment) (No. 2) Regulations 2012. (

WHEREAS I, BRENDAN HOWLIN T.D., Minister for Public Expenditure and Reform, am of the opinion that each body, organisation or group specified in the following regulations ought, in the public interest and having regard to the provisions and spirit of the
Ethics in Public Office Act 1995
(No. 22 of 1995), to be prescribed
AND WHEREAS I consider that it is necessary in the public interest to prescribe the directorships of the public bodies specified in the following regulations for the purposes of the definition of “designated directorship” in section 2 of that Act
AND WHEREAS I consider that it is necessary in the public interest to prescribe the positions of employment in the public bodies specified in the following regulations for the purposes of the definition of “designated position” in section 2 of that Act
NOW, I, BRENDAN HOWLIN T.D., in exercise of the powers conferred on me by section 3 of, and paragraph 1(13) of the First Schedule to, that Act (as adapted by the Finance (Transfer of Departmental Administration and Ministerial Functions) Order 2011 (

)) and after consultation in accordance with section 3(4) of that Act, hereby make the following regulations
