The Minister for the Environment and Local Government in exercise of the powers conferred on him by
section 3
of the
European Communities Act, 1972
(No. 27 of 1972) and for the purposes of giving further effect to Council Directive 91/676/EEC of 12 December 1991 1
and Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 2
hereby makes the following Regulations
