EXPLANATORY NOTE.

The main purpose of this Scheme is to provide for an increase of 15 per cent in the charges for domestic and cross channel calls and to include revised rental charges involving a reduction in the previous maximum and an increase in the previous minimum rate to arrive at a single nationwide charge for each type of installation.
