2. The County Registrar for Kilkenny shall be the returning officer for the Carlow-Kilkenny constituency.

The Minister for Local Government in exercise of the powers conferred on him by paragraph (

) of sub-section (1) of section 7 of the Electoral (Amendment) Act, 1947 (No. 31 of 1947) hereby appoints and orders as follows :—
