Selle kinnituseks on täievolilised esindajad käesolevale protokollile alla kirjutanud. Koostatud Brüsselis 1997. aastal inglise ja prantsuse keeles, kusjuures mõlemad tekstid on võrdse jõuga, ühes originaalis, mis deponeeritakse Ameerika Ühendriikide valitsuse arhiivi.
