Vabariigi Valitsuse 6.05.2010 korraldus nr 170 kokkuleppe eelnõu heakskiitmise kohta Välisministeeriumi teadaanne välislepingu jõustumise kohta Vabariigi Valitsuse 18.11.2010 korraldus nr 439 kokkuleppe lõpetamise kohta Välisministeeriumi teadaanne välislepingu lõppemise kohta Sõlmitud nootide vahetamise teel, jõusutub 1. augustil 2010. a Soome Vabariigi Välisministeerium HELSINGI Nr 8.2-1/5121-4 VERBAALNOOT Eesti Vabariigi Välisministeerium avaldab lugupidamist Soome Vabariigi Välisministeeriumile ning tal on au paluda, et Soome esindaks Eestit viisataotluste menetlemisel Shanghais (Hiina Rahvavabariik) järgmistel tingimustel. 13. mail 2010 Tallinnas. Ministry of Foreign Affairs of the Republic of Finland HELSINKI No. 8.2-1/5121-4 NOTE VERBALE The Ministry of Foreign Affairs of the Republic of Estonia presents its compliments to the Ministry of Foreign Affairs of the Republic of Finland and has the honour to request that Finland represents Estonia in matters concerning handling of applications for visas in Shanghai (People’s Republic of China), under the following conditions. The basis for this representation is the Schengen acquis and this arrangement. The practical conditions of implementing this arrangement may be agreed upon informally between the Embassy of the Republic of Estonia in Beijing and the Consulate General of the Republic of Finland in Shanghai (hereinafter Consulate of Finland). Visa The arrangement regards the handling of visa applications as defined in the Schengen acquis. If the Consulate of Finland finds that all the conditions for issuing a visa are met and that there is no risk of illegal immigration or disturbance of the public order, the Consulate of Finland will issue a visa. If the Consulate of Finland considers that the conditions for issuing a visa are not met, it is entitled to refuse to issue the visa on behalf of the Republic of Estonia after examination of the application. In the event of doubt, the Embassy of Estonia in Beijing may be consulted (contact information enclosed). No visa with limited territorial validity (LTV) can be issued without authorisation from the Embassy of Estonia in Beijing. This does not, however, apply if the limitation is solely due to the fact that not all Schengen Member States recognise the travel document, unless it is Estonia that does not recognise the travel document. Statistics Finland will, after a specific or general request, inform Estonia regarding the visas that have been issued or refused. Fees Fees for visa applications will be charged in accordance with the Schengen acquis. Finland is entitled to all visa fees. Besides from that, Estonia will not give any financial compensation to Finland for handling visa applications. This applies to general expenses such as rent, staff and IT equipment as well as to specific expenses like postage, courier fees and fax. Final clauses This arrangement enters into force on 15 May 2010. This arrangement can be changed at a later date by exchange of notes. If the circumstances so indicate, the arrangement can be suspended from both sides or be cancelled immediately by verbal note. If the foregoing proposal is acceptable to the Ministry of Foreign Affairs of the Republic of Finland, the Ministry of Foreign Affairs of the Republic of Estonia has the honour to suggest that this Note and the reply Note from the Ministry of Foreign Affairs of the Republic of Finland to that effect shall constitute an Arrangement on visa representation in People’s Republic of China between our two Governments. The Ministry for Foreign Affairs of the Republic of Estonia avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Republic of Finland the assurance of its highest consideration.
