Vabariigi Valitsus — Eesti Vabariigi ja Sloveenia Vabariigi viisaküsimustes Bulgaaria Vabariigis esindamise kokkulepe — RT II, 2009, 11, 29

Eesti Vabariigi ja Madalmaade Kuningriigi ning Eesti Vabariigi ja Sloveenia Vabariigi viisaküsimustes esindamise kokkulepete eelnõude heakskiitmine Välisministeeriumi teadaanne välislepingu jõustumise kohta Kokkuleppe muutmise kokkulepe Vabariigi Valitsuse 10.05.2012 korraldus nr 212 kokkuleppe lõpetamise kohta Sõlmitud 27. märtsil 2009. a nootide vahetamise teel Ministry of Foreign Affairs of the Republic of Estonia Tallinn No: 006/09 NOTE VERBALE The Embassy of the Republic of Slovenia presents its compliments to the Ministry of Foreign Affairs of the Republic of Estonia and has the honour to propose to the Ministry the conclusion of the Agreement between the Ministry of Foreign Affairs of the Republic of Estonia and the Ministry of Foreign Affairs of the Republic of Slovenia in Processing Visas at the Embassy of the Republic of Estonia in Sofia (Bulgaria). The basis for this agreement is in the Schengen acquis. The practical conditions of implementation of this agreement may be arranged by the exchange of notes and through consultations. Once the Embassy of the Republic of Estonia in Sofia finds that all the conditions for issuing a visa are met, and when the applicant fulfils the entry conditions for third-country nationals foreseen in Schengen Borders Code and there is no risk of illegal migration or disturbance of public order, the Embassy will issue a visa on behalf of the Republic of Slovenia. If the Embassy does not have, and cannot obtain, the necessary information about the applicant/references or the purpose of the visit, or if the Embassy finds that a visa should not be issued, or if the Embassy is in doubt whether or not a visa should be issued, the applicant should be referred to the Embassy of the Republic of Slovenia in Belgrade (Republic of Serbia). No visa with the limited territorial validity (LTV) can be issued without authorisation from the Ministry of Foreign Affairs of the Republic of Slovenia. This does not, however, apply if the limitation is solely due the fact that not all Schengen Member States recognise the travel document; cf. the Common Consular Instructions, unless it is the Republic of Slovenia that does not recognise the travel document. The Ministry of the Republic of Estonia will inform the Ministry of the Republic of Slovenia upon specific or general requests regarding visas that have been issued. Fees for the visa applications are to be charged in accordance with the Schengen Acquis. The Republic of Estonia is entitled to all visa fees. Besides from that, the Republic of Slovenia will not give any financial compensation to the Republic of Estonia for handling the visa applications. If the circumstances so indicate, the agreement can be suspended from both sides or can be cancelled immediately by means of verbal note. This agreement can be changed at a later date by exchange of notes. This agreement enters into force on the 1st of March 2009. If the Ministry of Foreign Affairs of the Republic of Estonia can approve the abovementioned proposal, the Embassy of the Republic of Slovenia has the honour to suggest that this verbal note and the confirmation from the Ministry of Foreign Affairs of the Republic of Estonia shall constitute an agreement between the two ministries. The Embassy of the Republic of Slovenia avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Republic of Estonia the assurances of its highest consideration. Stockholm, 29 January 2009. 29. jaanuaril 2009 Stockholmis. To the Embassy of the Republic of Slovenia Stockholm No. 08.2-1/1774 NOTE VERBALE The Ministry of Foreign Affairs of the Republic of Estonia present their compliments to the Embassy of the Republic of Slovenia and with reference to the Embassy’s Note No. 006/09, dated 29 January 2009, have the honour to inform the Embassy that Estonia accepts the request of Slovenia concerning the representation in matters of handling visa applications in Sofia (Bulgaria) on the following conditions. The basis for this agreement is the Schengen acquis. This agreement may be changed at a later date by exchange of notes. This agreement enters into force on 1 April 2009. Note No. 006/09 from the Embassy of the Republic of Slovenia, dated 29 January 2009, and this Note shall constitute an agreement between our two Governments. The Ministry would appreciate a confirmation from the Embassy that it is acceptable for the Slovenian side, that the agreement is concluded between our two Governments, not between the Ministries of Foreign Affairs. The Ministry of Foreign Affairs of the Republic of Estonia avail themselves of this opportunity to renew to the Embassy of the Republic of Slovenia the assurances of their highest consideration. Tallinn, 27 March 2009.
