Rahvusvahelise Telekommunikatsiooni Liidu (ITU) nõukogu võttis 2004. a istungil vastu otsuse 1225 kutsuda kokku regionaalne raadioside konverents koos RRC-06-ga ST61 kokkuleppe muutmiseks ja kehtestas selle konverentsi päevakorra. Konverentsi päevakorra ning toimumisaja ja -koha on heaks kiitnud planeerimispiirkonna ITU liikmesriikide nõutav enamus. RRC-06-Rev.ST61 toimus 15. maist 16. juunini 2006 Genfis ja töötas nõukogu heakskiidetud päevakorra alusel. Konverents võttis vastu Euroopa ringhäälingupiirkonna regionaalse kokkuleppe (Stockholm, 1961) teatud osade (Genf, 2006) ja lõppaktide vastavate otsuste muutmise protokolli.
