Den 4. juli 1991 vedtog Den Internationale Søfartsorganisation (IMO) ved resolution MEPC 49(31) en revision af den liste over stoffer, der skal vedhæftes som bilag til protokollen af 2. november 1973 vedrørende indgriben på det åbne hav ved forurening af havet med andre stoffer end olie, jf. bkg. nr. 113 af 26. september 1988, Lovtidende C.
