Art. 70
1 Die Feststellung der Gemeingefährlichkeit von Straftätern Gemein-
und Straftäterinnen im Sinne von Art. 75 a Abs. 3 StGB oder von Ver-
änderungen bei dieser Einstufung erfolgt gemäss den Richtlinien der
Ostschweizer Strafvollzugskommission33 über den Vollzug von Freiheits-
strafen und freiheitsentziehenden Massnahmen bei potentiell gefähr-
lichen Straftätern und Straftäterinnen17.26
2 Urlaub und andere Vollzugslockerungen werden solchen Verur-
teilten nur gewährt, wenn davon ausgegangen werden kann, dass
a. sie nicht mehr gemeingefährlich sind oder
b. Dritte vor einer verbleibenden Gefahr durch begleitende Massnah-
men ausreichend geschützt werden können.
