Art. 2

1 Die Information im Rahmen von Meinungsbildungsprozes- Meinungs-

sen kann insbesondere dann eingeschränkt werden, wenn diese poli- bildungsprozess

tisch umstrittene Fragen betreffen oder die betreffenden Geschäfte

Gegenstand späterer Rechtsstreitigkeiten bilden können. Über die

Informationstätigkeit nach erfolgter Beschlussfassung ist im Einzelfall

zu entscheiden.

2 Bei Geschäften des Regierungsrates bleiben die Anträge, Mit-

berichte und Besonderen Stellungnahmen der Direktionen und der

Staatskanzlei auch nach der Beschlussfassung durch den Regierungs-

rat von der Bekanntgabe ausgeschlossen.
