Art. 19 LSub · Mesures d'urgence

1. Pour contribuer à l'assainissement du ménage financier de l'Etat, le Grand Conseil peut, par voie de décret, réduire, de manière temporaire, les subventions de 20 pour cent au maximum.

2. Il désigne les subventions touchées par la réduction, et arrête l'importance de celle-ci.

3. La réduction de subvention est limitée à une durée de quatre ans au total sur un laps de temps de dix ans.
