Art. 47 LALP · Compétence subsidiaire du juge ou de l'administration
1. Les décisions et mesures que la présente loi n'attribue pas expressément à une autorité relèvent
a) du juge de district lorsque la LP prévoit la compétence du juge;
b) du Tribunal cantonal lorsque la LP prévoit l'intervention de l'autorité judiciaire supérieure;
c) * à défaut, du département compétent ou de l'Inspection cantonale des finances selon le règlement sur l'organisation de l'administration cantonale ou la loi sur la gestion et le contrôle administratifs et financiers du canton.
