1. Dans les causes civiles et pénales, les prestations d'assistance judiciaire incombent à l'Etat.
2. Dans les causes administratives, les prestations d'assistance judiciaire incombent
a) à l'Etat, ou
b) à la commune municipale pour les cas dans lesquels la procédure se déroule devant une autorité municipale appliquant le droit communal.
