Art. 44 LPJA
1. A qualité pour recourir
a) * quiconque est atteint par la décision et a un intérêt digne de protection à ce qu'elle soit annulée ou modifiée;
b) * toute autre personne, organisation ou autorité que la loi autorise à recourir.
2. En revanche n'a pas qualité pour recourir celui qui a négligé d'agir devant une instance inférieure alors qu'il en avait la possibilité.
3. La qualité pour recourir est examinée d'office par l'autorité saisie.
