1. Le Conseil d'Etat prend toutes mesures pour maintenir les biotopes propres aux diverses espèces indigènes, notamment par la conservation d'un nombre suffisant de haies vives, boqueteaux, buissons, rideaux de verdure, clairières, zones marécageuses et roselières.
2. Il encourage également la création de biotopes.
