1. Peut demander au service une aide appropriée, sous réserve des conditions complémentaires prévues par la présente loi, la personne titulaire d'une créance objet de l'aide au recouvrement selon l'OAiR [C] qui
a. est domiciliée dans le canton de Vaud et dispose d'un titre de séjour valable ;
b. ne reçoit pas intégralement, régulièrement ou à temps les prestations qui lui sont dues.
2. La date du dépôt de la demande détermine celle du début de l'aide au recouvrement.
