1. Le département en charge de l'action sociale (ci-après : le département) est l'autorité compétente pour l'application de la présente loi.
2. Le département exerce ses compétences et tâches par l'intermédiaire du service en charge de l'aide aux études et à la formation professionnelle (ci-après : le service) .
